OXFAM in Indonesia Calling for Consultant - FAIR Partnership Scoping Study Sulawesi

Background
Based on research and field work with partners, Oxfam in Indonesia and the
Oxfam Novib Alive team have conceptualized an alternative business model
in which companies and communities engage in a longer-term partnership.
Derived from Oxfam’s track record in international agriculture commodity
value chains, a set of 4 principles was developed for inclusive
smallholder and community relations called FAIR partnerships: Freedom of
choice, Accountability, Improvement of livelihoods and Respect for rights.

The two provinces of Sulawesi, South-East and Central, form part of the
geographical priorities as imposed by the government of Indonesia. A new
pilot project could possibly be implemented in one of the two provinces in
Sulawesi, as these locations also well-known for is international
agriculture commodities, such as cocoa, coffee, coconut, among others.
The basis of the FAIR partnership is the landscape approach with land use
planning as a key component. The FAIR partnership model is generic and can
be applied in a variety of supply chains in order to improve sustainable
livelihood of the farmers and community.
The Objective of the scoping study is to inform Oxfam and government
counterpart about the possibility to initiate FAIR Partnership in 4
regencies in 2 provinces of Sulawesi (South-East and Central)
The Output of the scoping study is a document with the findings of the
preliminary assessment of the potential locations, combining desk and
limited field research for validation. The criteria for the preliminary
assessment will comprise at least the following elements:
1. Presence of commodities and the small holders group (women and
men) in agriculture supply chain (cocoa, coconut, palm oil, corn, coffee)
2. Land tenure and land use
3. Supply chain identification
4. Investment potential
5. Interest and agenda of local government agencies
6. Presence of local organisations (CSOs/farmers group) that works
similar issue.
7. Accessibility/reachability of location
8. Communication and report will be served in English.

Contract Period: Week II March - Week IV April

Consultant Requirements
Having at least 10 years experiences in assessment, scoping, or research
in development works, especially in sustainable livelihood, women economic
empowerment, and agriculture sectors.
Demonstrate knowledge and understanding of challenged faced by the farmers
and local community in areas of sustainable livelihood and women economic
empowerment, in agriculture supply chain, especially in Sulawesi context.
Having and demonstrate understanding and network of civil society and
development works in Sulawesi.
Excellent command in English, as the report will be outlined in English.

Expression of interest demonstrating requirements mentioned above.
Curriculum vitae/profile of organization/individual
Proposal, include methodology, list of proposed interviewees, list of
consultant’s partners/network in respected location
Detail budget - include tax, and workplan
Sample of previous portfolio in this type of works.
