Position Description:
The
position will work under the leadership of the Senior Technical Advisor and
will support civil society organizations (CSOs) to strengthen relationships
with local governments to work as partners on accountability issues –
especially the disbursement of funds and the provision of public services at
the local level. Availability of position is contingent
upon award to FHI 360.. Position is expected to begin on March, 2019.
Duties &
Responsibilities:
The
Local Governance Advisor will:
· Provide
support for improving civil society relationships and engagement with local
government, enabling CSOs to work in partnership with local government
officials while simultaneously addressing issues of accountability and
tolerance;
· Work
with a team of 24 field coordinators to
build their capacities to engage local governments in capacity development
interventions that work with CSOs;
· Develop
tools to equip CSOs to better engage with local governments, including talking
points, roundtable consultation strategies, public-private working group
approaches, etc.;
· Work
with local CSOs and Pemda to develop interventions to strengthen the
accountability of community and facility-based services, including provision of
information and public oversight, with a particular focus on Maternal and
Newborn Health.
· Oversee
strategies to build strategic alliances among local government, CSOs, and the
private sector;
· Oversee
seminars for CSOs on local and village government structure and governance;
· Oversee
technical assistance to district government offices to build the understanding
about the benefits of engaging with local CSOs;
· Explore
opportunities for CSOs to collaboration with local legislative councils (DPRD);
· Provide
technical assistance to local governments on how to develop and use a
performance measurement system for CSOs;
· Provide
technical assistance to district government on implementing the section on
procuring CSOs in Presidential Regulation on Public Procurement (Perpres
16/2018),
· Oversee
the provision of legal clinics for CSOs;
· Develop
seminars for target CSOs on local government structure, local governance
processes, Perda-making, and engagement.
Qualifications:
· Bachelor’s degree in
business administration, education, law, political science, public
administration, or related field required.
Master’s degree preferred.
· Minimum of 15 years
senior level experience in local governance, civil society, organizational
capacity building, advocacy, rule of law, or other related democracy, rights,
and governance sectors;
· At least 10 years of
experience providing training, mentoring, and TA to local CSOs, Pemda and/or
DPRD. Experience supporting community and facility-based work in the health
sector is an advantage
· Demonstrated ability to
think strategically and navigate politically sensitive terrain;
· Demonstrated ability to
manage projects and consultants, and to set realistic priorities, and plan for
the successful implementation of activities required. Familiarity with USAID
programming, including rules and regulations is preferred;
· Demonstrated ability to
work well with others and to develop and maintain compatibility among project
staff, subcontractors, consultants, and recipients of assistance required.
· Excellent written and
oral communication skills in English and Bahasa Indonesia required
