FHI 360 is currently recruiting for the position of Finance
Manager for an anticipated USAID-funded civil society strengthening project in
Indonesia that is expected to begin implementation in March 2019. The project will focus on developing the
capacity of civil society organizations (CSOs) to increase accountability and
tolerance at the district level. Provinces of intervention will include: West
Java, East Java, Central Java, Lampung, Gorontalo, Central Kalimantan, South
Sulawesi, and West Nusa Tenggara (NTB).
Position Description:
The
Finance Manager will be responsible for financial and administrative aspects of
the project. In consultation with the
senior management team, will establish and maintain sound financial management
practices, and ensure the project’s compliance with FHI 360 and USAID
procedures, rules and regulations. Availability of position is contingent upon award to FHI
360. Position is expected to begin on March, 2019.
Duties
& Responsibilities:
Accounting
Duties:
· Review of all financial
transactions for assigned portfolio to ensure transactions are recorded timely
into the accounting system and reviewed for accuracy and completeness.
· Reviews and approves
monthly close financial reports for submission to Corporate Accounting.
Budget Management
Duties:
· Provide financial insights
and analysis to help make better decisions on the project implementation and
direction
· Provides recommendations
and consults with senior management on project finances to ensure compliance.
· Provide strategic advice
with regards to financial scenarios on disbursements and pipeline
· Prepare accruals
General Duties:
· Review of project
expenses including documentation of cost-share requirements for the project..
· Review documentation and
process requests to donor for VAT-exemption requests. Update and maintain internal control system
for all VAT related transactions and exemption requests.
· Builds and trains project
staff on financial policies and procedures.
· Performs other duties as
assigned.
Qualifications:
· Bachelor’s
degree in Business Administration, Finance or Accounting or related field.
· Seven years
experience minimum working in a finance capacity for international NGO’s.
· Prior
experience with USAID funded programs required, experience working with a
grants program and cost-share requirements preferred..
· Working
knowledge of various finance systems such as Deltek Costpoint or similar large
enterprise software systems...
· Must be well
organized, self-starter with attention to detail.
· Must have
excellent communication skills and good command in both written and spoken
Bahasa Indonesian and English.

360 is currently recruiting for the position of an Operations & Procurement Manager for an anticipated

Position Description:
The Operations & Procurement Manager is
responsible for the day to day oversight of all activities related to the
procurement of goods and services including consultant services for the
office. The position will report to the
Director of Finance and Administration. Availability
of position is contingent upon award to FHI 360. Position is expected to begin
on March, 2019.
Duties
& Responsibilities:
· Manages and guides administrative operations of the project including procurements
(goods, services and consultancies) and facility management.
· Monitors and ensures compliance to organization and/or USAID policies
and regulations for procurements and completion of contractual deliverables (with
the exception of subawards).
· Works with senior management and HQ teams to prepare documentation to secure
waiver requests or approvals from FHI HQ and donors as needed.
· Takes the lead on training
staff on any FHI 360 procurement processes and policies as well as local laws
and best practices around procurement.
· Oversees purchasing and tracking of all inventory for the project, as
well as performing inventory counts in accordance with FHI 360 and donor
policies.
· Manages purchasing or logistics pertaining to relocation of any expat
employees.
· Work closely with HR and Senior Management Team to determine project
needs, assignment of personnel/staffing and staff development.
· Performs other duties as
assigned.
QUALIFICATIONS
· Bachelor's
Degree or its International Equivalent in business administration or related field.
· Prior
experience (minimum 7 years) working on USAID funded programs required (Contracts
and/or Cooperative Agreements).
· Working
knowledge of office software, including Word, Excel, PowerPoint, and Outlook.
· Must
have excellent communication skills and good command in both written and spoken
Bahasa Indonesian and English.
· Experience
of establishing strong working relationships with colleagues from different
organizations and cultures.
· Ability
to meet deadlines with strong attention to consistency, detail, and quality..
· Ability
to travel within country if needed.
