Three decades after ASEAN was established, ASEAN leaders recognized that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN Foundation is an organisation from and for the people of ASEAN. The Foundation exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN.

JUSTIFICATION
In fulfilling its mandate, the ASEAN Foundation will continue its programmes to support of the ASEAN community building efforts in 2019.
Under the thematic area of Education, the ASEAN Foundation will continue to implement the ASEAN Foundation Model ASEAN Meeting which will improve the youth skills in diplomacy and negotiation. The ASEAN Foundation also implement the ASEAN Science and Technology Fellowship in partnership with USAID to continue the promotion efforts of science-based policy making in the region, and continue its successful partnership with the SAP to implement the ASEAN Data Science Explorer, building ICT capacity for ASEAN youth. The ASEAN Foundation would also kick start its new initiative with Microsoft, providing computer education to underserved youth in ASEAN.
Under the thematic area of Community Building, the ASEAN Foundation continues its partnership with EU and IFAD to support the ASEAN Farmer Support Programme which aims to improve the livelihood and food security situation of smallholder farmers and rural producers in ASEAN countries. The foundation would also begin its new initiative with Maybank Foundation under the name of eMpowering Youths Across ASEAN to create community projects that can be scaled up to social enterprises.
In order to the support above initiatives, well-designed communication products play a critical role in ensuring the success of the programmes. Visually-attractive publication incorporating both functionality and aesthetic is essential to ensure high visibility of the initiatives as well as to convey its success stories better to various stakeholders and broader audience
GENERAL OBJECTIVE
The main roles of the Graphic Design Consultant are to advise, suggest and implement design concept that incorporates functionality and aesthetics. Under the supervision of the Communications Manager and with guidance from the Executive Director, the Consultant will work with Programme Unit to develop impactful communication materials needed for the ASEAN Foundation’s programmes.
TASK OF THE DESIGNER
- Consult with Programme Unit to create and suggest design ideas that are fit for each programme
- Provide suggestions on the best format and materials for communication products
- Lead the development of design by understanding the message that the contents try to convey
- Create designs that possess different identities for each programme
- Ensure that the development of design complies to the branding regulation of ASEAN Foundation and partners
- Review final layouts or templates and suggest improvements as needed
- ASEAN Data Science Explorers (ASEANDSE)
- Social media posts (including posts for call for application, winners’ announcements, e-profile of selected teams, etc.)

- Good command of English
- Ability to use various design software particularly the Adobe Suite including InDesign, Photoshop and Illustrator and CorelDraw.
- Knowledge of and experience Macromedia Dreamweaver QuarkXpress would be an added advantage
- Excellent comprehension of branding
- Of necessity are creativity, originality, fluency of Ideas, information ordering and problem sensitivity
- Must have an eye for details
- Demonstrable ability to work under a tight schedule and deliver timely and quality materials
A monthly lump sum will be paid monthly.
TIME FRAME:
The duration of the consultancy is from 01 March 2019 to 28 February 2020.
