vacancies for The Stop Transmission of Leprosy Program and an
innovative leprosy project called PEP++:

3. Program Support & Investigation Officer/PhD (1 position)
NLR, is a professional organization working in the field of leprosy and disability in 16 leprosy endemic countries. Each year, around 219.000 people globally are diagnosed with leprosy. Indonesia ranks number 3, with relatively high disability rates. NLR, with its International Office in Amsterdam, has been supporting projects in Indonesia since 1967. The main partner of NLR is the Ministry of Health (MoH) and activities are aligned to MoH policies and priorities. At provincial level, the Leprosy Control Program Technical Advisors (LCTAs) are strengthening the capacity of the provincial and districts government’s health staff to improve the quality of leprosy services. Next to supporting leprosy control, NLR’s Inclusion and Disability program aims to support and advance holistic, community-based rehabilitation and sustainable inclusive development for persons with disabilities, including children with disabilities and people affected by leprosy.
1. Technical Advisors for Leprosy Control Program
(two full time positions, one based in Jakarta and one based in Surabaya)
The Technical Advisor’s responsibility is to provide technical support to the provincial and district health staff in the leprosy control program in NLR supported provinces and ensure that the health staff has the capacity to ensure smooth implementation of the program. In the aspect of management of the program, the TA will strengthen and enhance capacity in the following:
* Producing good reporting and recording of data on the program;
* Timely production of NLR Progress Reports;
* Advocacy, technical skills and knowledge on leprosy control;
* Ability to conduct on-the-job training at districts health offices and health centers.
Duties and Responsibilities
*
Participate in technical as well as organisational meetings which are
of relevance to the leprosy program in the provinces;* Provide technical guidance and on the job training to provincial and district leprosy team members;
* The TA will spend at least 35-40% of the time on these in-field activities (including district level meetings) whereas the remaining time will be used for enhancing capacity of the provincial staff and to be involved in other program-related activities;
* To participate in technical/co-ordination meetings;
* To report on the relevant findings of the field visits or of the specific development in the provinces and provide recommendations;
* Engage actively in the designing and implementation of all innovative activities relevant to the assigned provinces
* To support in developing and implementing a strategy for obtaining additional funding support for the Leprosy Control Program.
Duties and Responsibilities for TA in Surabaya
In addition to the duties described above the following:* Assist and participate in the PEP++ project implementation;
* Guide and help supervise PEP++ field staff in technical aspects of their work;
* Assist in and monitor the data collection in the project areas and to assist in maintaining the database in liaison with the local health authorities and ErMC;
* Write scientific papers and give presentations about the PEP++ project;
* Assist in the training of PEP++ Project field staff.
Specific Requirements for both TA positions (see also general requirements)
*
Medical Doctor preferably have a Master on Public Health with minimum 3
(three) years experiences in leprosy program or similar and
demonstrable health program/project management;* Working experience in government health system;
* Have experience/involved in leprosy program with a good/positive record/impression;
* Good coaching skills.
2. PEP++ Project Coordinator
(based in Surabaya)
PEP++ Project
Chemoprophylaxis with a single-dose of rifampicin (SDR) has shown to be effective as post-exposure prophylaxis (PEP) in contacts of leprosy patients. It is expected to be sufficiently bactericidal to treat people with sub-clinical leprosy infection. It is not found to be very effective in close contacts hence an effective additional strategy is screening of contacts of new cases using an immunological screening test and giving those who are tested positive an enhanced prophylaxis with two antibiotics while the others who are not positive receive a single dose of rifampicin. This intervention strategy is known as PEP++.
This interesting innovative project started in 2017. NLR is implementing PEP++ in the 3 highest leprosy endemic countries (India, Brazil and Indonesia). In Indonesia, the five-year project will be implemented in two districts of East Java. Our dream is to stop transmission of leprosy with objectives to achieve early detection and preventive treatment of leprosy-infected people before symptoms appear, to provide and to disseminate evidence of the effectiveness of the Stop Transmission approach to relevant stakeholders including the Government of Indonesia to adopt the PEP++ approach through a government policy.
Duties and Responsibilities
The PEP++ Project Coordinator is a member of the International PEP++ Core Team and the national PEP++ Task Force. The PEP++ Project Coordinator will oversee the management, coordination and administration of all aspects of the PEP++ project at the country level. She/he leads the project at national level through the PEP++ Supervisors in close-collaboration with the project partners. The Project Coordinator will report to the Leprosy Control Program Manager and the Country Director. Detail job description will be sent to the screened candidates.
Specific Requirements for this position (see also general requirements)
* Master in relevant field (MPH, MSc), favourably a medical doctor with minimum 5 (five) years experiences in research and demonstrable health program/project management;
* Excellent management skills, multitasking;
* Ability to lead and inspire a large team
* Experience of handling Epi-info, GIS, SPSS is an advantage;
* Excellent communication and negotiation skills.
3. Program Support & Investigation Officer
(based in Surabaya, with frequent stay in the Netherlands)
The PEP++ Program Support & Investigation Officer will carry out a public health related study in the framework of a PhD program at the Erasmus Medical Centre (ErMC) in the Netherlands and/or local university. S/he reports to the PEP++ Project Coordinator. S/he assists the PEP++ Project Coordinator in coordinating field work in the PEP++ project. S/he liaises with the Academic Supervisor (promotor) and co-promotor at ErMC and/or local university, and with the Principal Investigator in Indonesia. S/he also liaises with the PEP++ PhD candidates based elsewhere regarding the division of research tasks, data collection and management.
Duties and Responsibilities
* Assist and participate in the PEP++ project implementation;
* Carry out PhD duties partly in the Netherlands;
* Liaise closely with the partner organisation(s)/departments through whom the project is carried out;
* Prepare annual plans and budgets for own (PhD) activities in the PEP++ Project;
* Arrange monthly scientific monitoring meetings with the field staff;
* Write and submit quarterly progress reports and an annual progress report on own work to the Project Coordinator and PhD supervisors;
* Guide and help supervise PEP++ field staff in technical aspects of their work during regular field visits;
* Assist in and monitor the data collection in the project areas and to assist in maintaining the database in liaison with the data manager and local health authorities
* Write scientific papers and give presentations about the PEP++ project;
* Assist in the training of PEP++ Project field staff;
* Offer on-the-job training in research methods as necessary.
Specific Requirements for this position (see also general requirements)

Master in relevant field (MPH, MSc) with minimum 3 (three) years
experience in research and preferably in health program/project
management;* Experience in handling Epi-info, GIS, SPSS, STATA or other statistical software is an advantage;
* Experience in qualitative and quantitative data analysis.

* Willingness for frequent travels;
* Proficient in written and spoken English is essential;
* Good communication skills;
* Sensitivity for intercultural differences;
* Proven experience in operational research;
* Ability to analyse and interpret data;
* Computer skills (MS Word, Excel, Power Point and preferably pi-info, SPSS, etc.);
* Ability to work in a dynamic environment;
* Ability to balance macro and micro management;
* Demonstrable experience on health project/program management (include the result based planning, budgeting, monitoring, evaluation and reporting).
