Summary

The SeniorAdvocacy Manager role is a senior-level position at Water.org Indonesia office,responsible for developing and leading implementation of all Water.org’s efforts in the development of an enabling environment for WASHfinancing in Indonesia.Water.org is focused on breaking down barriers to access and financing of waterand sanitation, so advocacy efforts would focus on identifying new ways additionalcapital can be mobilized for water and sanitation improvements across thecountry through private and public funding sources in order to enable fullaccess by all households.

The SeniorAdvocacy Manager is expected to develop a strategy for advocacy and stakeholderengagement; coordinate research on the regulatory environment in microfinance,commercial and international finance, and WASH sectors; cultivate and managekey stakeholder relationships; maintain public relations and externalcommunication; organize advocacy events and complementary programmaticactivities.

The candidatemust thrive in an environment wherehe/she is expectedto be highly proactive, strategic, extremely organized and assertive. We are looking for a candidate withextensive experience in developing and implementing complex, multi-yearadvocacy campaigns. The candidate is expected to have a proven track record ofworking closely with various government ministries involved in management ofwater and sanitation in Indonesia.

Key Responsibilities

Development ofEngagement Strategy – 30%

·  Lead researchprocess to deepen internal knowledge of the political, economic andregulatory environment shaping various channels for WSS financing

·  Provide strategic analysis of existingopportunities that can support and increase the flow of investment in the waterand sanitation sector in Indonesia

· Interview sector players and solicit inputs fromkey stakeholders on the national, provincial and district level for thedevelopment of a Water.org Indonesia advocacy strategy for the next 3-5 years

·  Develop a demonstrative case of how an enablingenvironment for WASH financing could be implemented on a district (kabupaten)level.



Implementation ofEngagement Strategy – 50%

·   Identify opportunities and manage collaborationwith key stakeholders supporting advancement of WSS financing mechanisms inIndonesia..

·  Support internal and partners’ efforts toformulate recommendations for national and provincial policies and programs tosupport development of WSS financing mechanisms aimed at household andinstitutional level (including financial institutions and utilities)

·  Manage Water.org’s advocacy-related exchange visitsand stakeholder workshop/forums in the country, including coordinating learninggoals and providing logistical support.

·  Maintain institutional presence in appropriatefinance and WASH sector working groups, initiatives, and national events.

·  Collaborate regularly with Water.org’s IndonesiaCountry Director, Indonesia Operations Director, Senior Portfolio Managers, andGlobal Advocacy team.



Communication & Learning Materials – 20%

·       Contributeto the development of a public affairs strategy for Water.org in Indonesia.

·       Support all publicaffairs activities and external communication with national and provincialstakeholders.

·       Continuecultivating existing media relationships and facilitate multimedia assistance.

·       Managedevelopment of promotional content for Water.org Indonesia work. This includes identifyingcontent needs, content collection and editing, and publishing relevant storiesthat showcase Water.org’s impact.

·       Create and maintaina suite of collateral documents for target audiences.

·       Support the developmentof presentations and learning materials and participate in conferences,workshops, and other external events as requested to showcase Water.org’simpact.

·       Producereports on activities and deliverables progress against established engagementstrategy targets.

·       Excellentverbal and written communication skills in English and Bahasa Indonesia. Strongpresentation skills and ability to develop effective messaging for specificaudience is a must.

·       Demonstrated proficiency incommunications, media engagement, and event management. This includes having a strong network with localmedia outlets.
·       Criticalthinking, creativity, good judgment, initiative, attention to detail, and professionalism;strong desire to contribute to increased access to water and sanitation forhouseholds at the base of the economic pyramid.

Qualifications

·       Master’sDegree in communications, public relations, public affairs,or relatedfield.

·       At leastfive to seven years of relevant experiencein policy advocacy work and stakeholder engagementin Indonesia.

·       Demonstrated understanding of and familiaritywith the financial services sector and utilities and/or public services (particularly inthe water supply and sanitation(WSS) sector), including stakeholder engagement and policy development.

·       Strongpreference for candidates with previous experience working with BAPPENAS,Ministry of Finance, Ministry of Public Works and Housing, and/or OJK.

·       Strongunderstanding of government processes, as well as economic, political andregulatory environment at the national and provincial levels.

·       Proventrack record of proactively identifyingchallenges and developing innovative solutions.

·       Demonstrated ability to deliver results workingin a small team.



Salary & Benefits

This is two-year contractposition, with a possibility of extension for the right candidate. This positionoffers competitive full-timebenefits, including medical/dental insurance. Salary is competitive with similar positions in theinternational development sectorand is based oneducation and experience.
