Program Overview
One of WRI
Indonesia’s key objective is to promote better land use management through One
Map initiative. The overall objective of the One Map initiative is to transform
land use decision-making processes to be more open, accountable, and
participatory. WRI Indonesia will achieve this through catalyzing a unified and
transparent land use planning and monitoring system that is accessible to all
land use stakeholders.
Through
partnership with key government ministries, WRI Indonesia aspires to develop a
unified plantation license database, safeguard the integrity of spatial data
and information, and develop a robust license monitoring system within relevant
ministries.
Job Summary
The position
offered in this document is tasked to support WRI Indonesia One Map team in
exercising its workplan, particularly areas that requires legal and regulatory
framework analysis. This includes (1) analysis of legal and regulatory
framework on land use and land-based licenses, (2) provide input and legal
support on the accountability of spatial data and information, monitoring of
illegal logging, conflict resolution related to land use, (3) strategic
engagement with key stakeholders relevant with One Map initiative portfolio,
and (4) oversight on legal and regulatory framework analysis produced by One
Map initiative team. The role is also expected to provide support to the
development of WRI Indonesia One Map initiative portfolio.
The position
will report to the Sustainable Commodities & Business Manager of WRI
Indonesia, coordinate with WRI Indonesia One Map initiative team and WRI global
sustainable commodities team. The work will span for 1 year with travel responsibilities,
probability of an extension, and focusing on deliverables as agreed by WRI
Indonesia.
Job Responsibilities
Main areas of responsibility of this position will
include the following:
Program management (10%)
· Support the timely
delivery of planned project activities related to the development of unified
plantation license database, implementation of electronic signature on spatial
data and information, development of a robust monitoring mechanism of existing plantation
licenses, illegal logging monitoring, and land conflict resolution;
· Provide input
for the development of projects’ workplan, budget, and reporting together with
WRI Indonesia Sustainable Commodities & Business Manager;
· Overseeing
the preparation, drafting and finalization process of MOUs and cooperation
agreements produced by WRI Indonesia for strategic partnership purposes,
particularly those related to topic area mentioned above;
· Provide input
to the development of funding proposal related to One Map initiative portfolio;
· Support the
monitoring and evaluation of One Map initiative portfolio, in particular
activities that are related with the development of unified plantation license
database, implementation of electronic signature on spatial data and information,
development of a robust monitoring mechanism of existing plantation licenses,
illegal logging monitoring, and land conflict resolution;
· Coordinate
with WRI Indonesia Operation team to ensure projects’ implementation are
delivered in accordance with WRI Indonesia policies and regulations;
· Provide
support on corporate legal matter for WRI Indonesia foundation entity as
necessary.
Research (45%)
· Conduct
research and analysis on issues related with development of unified plantation
license database, implementation of electronic signature on spatial data and
information, development of a robust monitoring mechanism of existing
plantation licenses, illegal logging monitoring, and land conflict resolution;
· Develop
research pipeline on the topic area mentioned above in coordination with WRI
Indonesia One Map initiative tea;
· Develop
knowledge products (blogs, opinion piece, working paper, and other publication
materials) in topics related to the topic area mentioned above together with
WRI Indonesia commodities team;
· Actively
contribute to WRI Indonesia’s research activities, in particular on topic area
mentioned above;
· Provide legal
advice, robust policy and regulatory recommendation to overall and
cross-cutting programs within WRI Indonesia and overseeing the quality of legal
analysis produced by WRI Indonesia
Outreach and strategic stakeholders
engagement (45%)
· Strategic
engagement with key stakeholders to advance the adoption and implementation of sustainable
land use principles, that includes robust monitoring of land-related licenses,
monitoring of illegal logging, implementation of safeguard measures to ensure
integrity of spatial data and information;
· Provide input
and legal advice to support the development of WRI Indonesia strategic
engagement strategy in coordination with WRI Indonesia One Map initiative team;
· Provide input
and support for trainings of key stakeholders on areas related to land-related
license compliance, illegal logging monitoring, integrity of spatial data and
information, and other topics as necessary;
· Provide input
and support to WRI Indonesia One Map initiative team in engagement with project
partners and funders to ensure the implementation and reporting of projects’
goals are well documented and communicated;
· Coordinate
with WRI’s global governance team to advance the narrative around good land use
governance;
Job
Qualifications
· Minimum 7
(seven) years of progressively professional work experience in law firm, legal
in-house, policy analysis, or development and project implementation with
experience in implementing or managing development projects, preferably in land
use or environment issue. A mixed of experience between corporate legal and
development world will be a plus;
· Bachelor’s or
Master degree in law;
· A good understanding
of Indonesia’s land and natural resources, corporate law as well as
sustainability regulations and policy;
· Strong team
player with the ability to work across institutional departments/programs;
· Outstanding
ability to communicate clearly, passionately, and compellingly;
· Strong
analytical research skills are required;
· Strong
writing skills for both technical and general audiences. Oral presentation
skills a plus;
· Candidate
must be self-motivated, detail-oriented and organized thinker with an ability
to juggle multiple priorities;
· Strong
writing skills (e.g., research briefs, blogs, proposals);
· Ability to
travel.
Final
candidates will be required to take a writing test. Also required to produce two writing samples
