GIZ Indonesia for the develoPPP.de Public Private Cooperation (Business Hub) projects: Technical Project Professional

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. With its develoPPP.de programme, Germany's Federal Ministry for Economic Cooperation and Development (BMZ) helps drive forward private companies’ innovative projects in developing countries and emerging markets while generating long-term benefits for the local population. Without the involvement of the private sector there can be no sustainable development. develoPPP.de pools public and private resources with the objective of bringing sustainable improvements to the living conditions of people in developing and emerging countries – particularly in areas where the need for action is greatest.
In Indonesia, GIZ on behalf of BMZ is implementing a number of partnership projects with private companies. Since 2018, GIZ has engaged in several partnership projects, working inter alia with coffee, pepper and rice smallholder farmers in different regions of Indonesia. To enable synergies between the projects, these projects have been bundled in the newly set-up Business Hub, coordinated out of Jakarta, and implemented in two regional offices.
In a newly established Strategic Alliance (STA), GIZ partnered with the Swiss bank Credit Suisse AG – with technical support from the Coalition for Private Investment in Conservation (CPIC) – with the objective to develop replicable pilot projects for conservation finance in sustainable fisheries in Indonesia and Mexico. This first-of-its-kind partnership seeks to address the key bottleneck in the conservation finance (and broader impact investing) market – developing a pipeline of investable projects with adequate risk-return profiles – through bottom-up market building.
The collaboration has two key objectives:
  1. develop one investable pilot project in each country with a robust business model and financial plan, allowing for the transition of a fishery towards sustainable management, sound and secured stock levels, reduced biodiversity impacts, improved economic returns and community benefits, and
  2. produce and disseminate blueprints that capture the experiences made in the pilot projects, including guidance, learning materials and tools that can be used by various actors interested in the activation of private sector capital to finance sustainable fisheries.

In both Indonesia and Mexico, pilot projects – e.g. managed by fishery cooperatives, small- to medium-scale businesses or NGOs – will be provided with one-on-one technical assistance (TA) in organisational development. The goal is to reach investment readiness, manifested in sound business models, financial plans and investment memos, while generating positive ecological, social and economic impacts.
A multiplier network of relevant local and regional stakeholders, such as public authorities, financial intermediaries, industry and civil society will be involved, to support beneficial framework conditions and ensure longevity of the conservation finance sector. Based on these pilot projects, the partners develop open-source blueprints for conservation finance in sustainable fisheries. These shall serve as a practical guide for the development of investable sustainable fisheries projects worldwide.

To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:

Technical Project Professional

Responsibility
Supporting and coordinating the implementation of the STA activities in Indonesia in accordance with the operational plan and project goals and in close coordination with the project lead and project coordinator(s).

A.    TASKS

The incumbent performs the following tasks:

1.    Coordination and Project Management
  • Coordinates the communication and TA activities with the pilot project in Indonesia
  • Coordinates the activities of local consultant(s), field facilitators and sub-contractors implementing activities on behalf of the project, e.g. for providing TA to the pilot project
  • Prepares and implements workshops, roundtables and other events on issues related to the partnership projects areas of activity in Indonesia
  • coordinates and prioritises relevant project activities at local level in cooperation with the project lead/coordinator and partners, both regarding the organisational preparation and implementation of the activities
  • supports in the management and monitoring of the budget of the project, e.g. by contributing information for monitoring sheets and actively contribute to monthly budget planning in relevance to projects activities and the operational plan
2.    Networking and cooperation

  • ensures cooperation, regular contact and dialogue with pilot projects and collaboration partners at local level and ensures smooth implementation of all joint activities
  • liaises and if necessary cooperates with Indonesia’s key actors in the field of conservation/fisheries and finance (the cooperation/multiplier network), such as ministries, (local) public authorities, financial intermediaries, industry, non-governmental agencies, local communities and individuals, as well as with other projects to improve and maintain good working relationships
  • links up on a regular basis with relevant stakeholders in the Indonesian conservation/fisheries and sustainable/conservation finance sector, as well as supporting platforms for fisheries and conservation/sustainable finance
  •  
3.    Knowledge management
  • Prepares research on conservation finance & sustainable fisheries
  • Prepares information and communications materials, e.g. reports, fact sheets, presentations, etc.
  • Documents and monitors project activities and the project progress; drafts relevant input for projects reports.
  • Supports the development of the investment blueprint, including elaboration of guidelines, technical concepts, ready-to-use strategies and tools
  • Together with responsible colleagues ensures knowledge transfer between different partnership projects and actively supports the goals of the GIZ Business Hub and its functions
  • Provides advisory functions on conservation finance and sustainable fisheries related topics to other colleagues and projects 

4.    Other duties/additional tasks
  • uses GIZ’s Capacity Works to implement project activities
  • Performs other duties and tasks at the request of management

B.    Required qualifications, competences and experience

Qualifications
·         At least a bachelor’s degree in the field of finance, economics and/or conservation, marine biodiversity, biology or political science, or a relevant related field.

Professional experience
  • At least five years of relevant professional experience in a comparable position.
  • Proven experience in a project management / coordinating position, in particular the planning and implementation of events, stakeholder management (both public and private sector institutions), project documentation, monitoring and reporting, communication (internal and external).
  • Technical knowledge and proven experience working in the field of conservation, sustainable fisheries and/or sustainable/conservation finance
  • Strong network and working experience with relevant actors in Indonesia (such as ministries, (local) public authorities, fisheries organisations, fisheries industry, financial intermediaries, NGOs, local fishing communities and fishermen).
  • Experience working in direct cooperation with private companies or in the private sector
  • Experience working in or with German Development Cooperation would be a plus
  • Experience in appropriate, highly professional communication (both verbal and in writing) with senior management and senior policy makers, both from the public and private sector

Other knowledge, additional competences
  • Strong organisational competence, able to work independently and with limited resources or support;
  • Excellent facilitation and communication skills;
  • Strong intercultural competence and team work skills;
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent written and oral knowledge of English, native speaker Bahasa Indonesia
  • Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management;
  • Willingness for occasional domestic and limited international trips, in accordance with project requirements
