Project Overview
The
Governments of Australia and Indonesia are partnering through INOVASI,
an education program which aims to find out how to improve literacy and
numeracy for Indonesia’s students. Funded by the Australian Government
in partnership with the Indonesian Ministry of Education and Culture
(MoEC), INOVASI is a subnational education program with a budget of AUD
49 million, which started in January 2016 and will run until 2019. It
focuses on understanding and tackling learning challenges, particularly
those related to literacy and numeracy skills, at the heart of the
education system— in the classroom and the school (including madrasah).
Nusa Tenggara Barat (NTB) is INOVASI’s first partner province that began
implementation in early 2017. Three more partner provinces (NTT – Sumba
Island, East Java and North Kalimantan) have begun implementation in
mid-2017.
INOVASI
will use a new approach to focus on what works in classrooms and
schools. It will work with teachers, principals and local officials to
identify what problems need to be solved to help students learn better
and find out the best way to solve these problems by jointly piloting
either (i) local solutions or (ii) practices successfully trialled
elsewhere which are adapted to the local context. INOVASI will evaluate
these pilots to see which are successful in improving student literacy
and numeracy. The pilot activities will focus on student learning and
classroom teaching. The three areas of focus are: 1) Strengthening the
quality of teaching and learning in the classroom; 2) Improving the
support provided to teachers so they can teach better; and 3) Enabling
all children in the classroom, particularly girls and children with
disabilities, to reach their potential in learning
INOVASI is managed by Palladium on behalf of the Department of Foreign Affairs and Trade (DFAT).
Purpose
of the Position:
The HR Assistant will support all areas
human resource functions to for the INOVASI program.
Duties: Under the direction of HR Coordinator, the HR Assistant
will:
1.
Support all aspects of human
resources on the program, in line with Palladium guidelines, DFAT policy, and Indonesian Manpower law;
2.
Post personnel TOR on Palladium
website, career websites, newspapers, and other career boards as needed;
3.
With direction from HR
Coordinator and HR Officer, screen candidate applications against desired qualifications and
anticipated scope of work;
4.
Maintain ongoing correspondence
with candidates, including the collection of biographical data documentation, and
conducting written and verbal reference checks;
5.
Arrange interviews and manage
schedule for recruitment, keeping both
candidates and hiring managers informed of status of recruitments;
6.
As the main focal point in
INOVASI in making sure that all recruitments have compliance documents: written
and verbal reference checks, police certifications, and world red-flag checks.
7.
Together with HR Coordinator
and HR Officer, conduct new staff registration on Palladium HR systems.
8.
Arrange new staff’s
mobilization from residence to work location, including communicating with
staff on the mobilization terms and conditions, and working with Administration
Unit on the travel arrangement.
9.
As the focal point of staff
induction, including scheduling, arranging travel for staff induction, and
making sure the attendance lists and exit checklists are completed and on file.
10.
Monitor compliance documents of
Resource Person.
11.
Upload HR documents to Palladium
INOVASI shared database.
12.
Prepare Monthly HR reports
(such as HR Tracker) and other reports, as required by the HR Coordinator and
Operations and Implementation Manager.
13.
Support HR Officer in ensuring
local staff are registered under health insurance policy and BPJS, as well as maintaining
their active registration throughout their contract period;
14. Support HR officer to administer
the 6-month and annual performance management for Locally-Engaged Staff.
15.
Support HR Officer in terms of contract
administration, staff development, and exit processes appropriately and timely;
including providing advice to the HR Coordinator and HR Officer on ways to improve
these processes;
16. Support HR Officer in terms
of visa processing for international long-term and short-term staff;
17.
Maintain up to date and
thorough hard and soft copy of HR files, ensuring safekeeping of classified
information and documents;
18.
Maintain records and coordinate
submission of reimbursement claims to health insurance provider;
19.
Prepare HR reports (such as HR
Tracker) as per direction from HR Coordinator and HR Officer, or as required by
the Operations and Implementation Manager;
20.
Other duties as may reasonably be
required by HR Coordinator or HR Officer consistent with the incumbent's
qualifications and experience
Qualifications
and Experience: The HR Assistant
will possess the following qualifications and experience:
I.
Minimum a Bachelors' degree in
a relevant field, affiliations with relevant professional association are an
advantage;
II.
Have 1-2 years of experience in
HR management or administrative
position;
III.
Experience in handling visas and KITAS is an advantage;
IV.
Proven ability in handling
multiple tasks effectively under heavy time and work pressure;
V.
Proven ability to plan and
manage schedules, files/database and
working materials as well as to keep confidentiality of documents and information;
VI.
Proven ability to work with
(detail) data filling and updating;
VII..
Strong interpersonal skills,
including in a cross cultural context;
IX. Fluent in English (written and spoken) and
Bahasa Indonesia.
