KIAT tender opportunity: Indonesia Railway Master Plan (RIPNAS) Review and Update

KIAT aims to appoint a consultant firm to review the existing railway masterplan (RIPNAS), assess and evaluate the existing and planned railway infrastructure, railway operations, institutional set-up, non-core asset management e.g.. railway land, rolling stock, railway policies including Public Sector Obligations (PSO) and Infrastructure Maintenance Obligation (IMO), and prepare an overall railway sector development framework. The Appointed Consultant will also identify potential future projects for public and private sector funding.
This activity will review and update the National Railways Master Plan (RIPNAS 2011-30) and extend its horizon until 2045 based on stakeholder consultations and new GoI priorities for the transport sector. Five key areas of review and update will be institutional, policy, legal, investment and infrastructure. The final product will be an updated master plan and overall railway sector development framework and the goal of this activity is to contribute to the long-term development needs of Indonesia by supporting the review and update of the RIPNAS to evolve it into a coherent and practical railway masterplan. This will be used to inform railway network and railway services development over the next 25 years.
This activity consists of a review and subject to approval to proceed to the next phase, an update. The review and update in total is a long-term engagement commencing in mid-2019 and concluding in November 2020;
