Direct Supervisor : ICLEI Indonesia ACP Lead Project Officer.
Location : Jakarta, Indonesia.
Classification : Consultant.
Conditions : Project basis, position available until mid-2020.
Working hours : Primarily output-based but
expected to report in ICLEI Indonesia office every Monday-Thursday (four days
per week; eight hours per day); periodic communication with global partners may
require work beyond office hours.
Starting date : May
2019.
Payment : 5,000,000 to 7,900,000 IDR per month (all inclusive).
Final salary will be commensurate of applicant’s professional experience and qualifications.

25% of the global urban population.
The ICLEI Southeast Asia
Secretariat (ICLEI SEAS) serves members in Indonesia, Thailand, Malaysia,
and the Philippines. The secretariat has gained recognition from its experience
in empowering local governments in the region by designing, promoting, and
drawing external support to implement programs on urban resiliency, low
emission development, integrated resource management, and other sustainability
themes. ICLEI SEAS continuously inspires and invites local governments from
provinces, cities, municipalities, and urban regions to forge partnerships for
sustainability concerns specifically in terms of addressing climate change
vis-à-vis urbanization; and encourage them to make this an important
consideration in local development planning.
ICLEI operations in Indonesia took off in 2000 with the Cities for
Climate Protection campaign which was successfully run paved the way for
expanding its advocacies on climate change mitigation in the country. ICLEI
Indonesia Project Office started to run in 2013. Over the years, it has tackled
other sustainability themes and has strengthened its membership base across the
nation which led to the establishment of “Yayasan ICLEI – Local Governments for
Sustainability Indonesia” in December 2017.
About the Project
The Ambitious City Promises:
Commitments for low-carbon urban development in Southeast Asian large cities (ACP)
is a 3.5-year international project being implemented
by ICLEI – Local Governments for Sustainability with support from the International Climate Initiative
(IKI) of the German Federal
Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU)..
The project aims to support selected large cities in Indonesia, the Philippines
and Vietnam to establish strong greenhouse gas (GHG) reduction commitments,
local climate action plans directed by concrete targets, enhanced
multi-stakeholder engagement and integrated strategies. “City Promises” (city’s
low emission development strategies) shall be developed in three model cities
and their implementation shall be outlined and initiated. Throughout the project
period, each local government will design locally appropriate targets and
action plans on the basis of their condition framework and priorities.
General Function
The
Local Government Associate shall work
closely with ICLEI Indonesia’s Project Officer for the Ambitious City Promises
project. He/she shall assist in the planning, management, and implementation of
the project. This position will perform administrative management support for
effective project implementation and will support the Project Officer in
coordination with the Country Manager to ensure the timely accomplishment of
project deliverable.
Specific Duties and Responsibilities
i. Project Coordination and Support
a.
Assist in following-up
meeting schedules with participating cities, national government agencies, and
other partners as need arises.
b.
Assist in mobilizing
city representatives during relevant national project activities.
c..
Assist in the
implementation of pilot projects in Jakarta, Indonesia
ii. Data Collection, Encoding, and Management
a..
Assist in collecting
and compiling data and information relevant to the project including but not
limited to local development plans, activity data for the conduct of GHG
emissions inventory such as fuel consumption data, electricity consumption,
etc.
b.
Encode collected data
and information in the format prescribed by the Country Team.
c. Maintain
database of collected data and information.
d. Analysis of data collected.
e. Provide recommendations as appropriate.
iii. Administration and Logistics
a.
Provide logistical
support in the conduct of national-level workshops and meetings (e.g., identification
of venue, preparation of attendance sheets, coordination with suppliers, etc.)
b.
Prepare cash advances
and liquidation reports for local project activities.
c.
Prepare project
technical activity report in coordination with the ACP Lead Project Officer..
d..
Ensure that relevant
administrative documents are filed and submitted accordingly to ICLEI Indonesia
Finance and Operations Assistant.
iv. Others
a.
Other related tasks assigned
from time to time.
Qualifications
Education
|
1.
At
least a Bachelor’s degree in environmental science/
management, urban and regional planning, development studies, communication,
community development, or other relevant degree; or a combination of relevant
education and experience..
2.
Good command of English language, both written and spoken.

Working competencies
|
2.
Demonstrated understanding and working knowledge of data collection
and analysis.
3.
Comfortable with
writing at different levels: subject based writing, reports, journalistic
articles, and web base snippets; keeping in mind the target audience and the
medium.
4. Fresh graduates are encouraged to apply..
5. Previous
volunteering/ internship experience in development work or related work for local/ national government
institutions, NGOs, private sector
is important.
6. Knowledge
of local government operational frameworks and processes is an advantage.
