The USAID
Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk
Semua (IUWASH PLUS) program is a five-year initiative designed to assist the
Government of Indonesia (GOI) in increasing access to water supply and
sanitation services as well as improving key hygiene behaviors among urban poor
and vulnerable populations. USAID IUWASH PLUS works with governmental agencies,
the private sector, NGOs, communities and others to achieve the following
"high level" results:
1.
An increase of one
million people in urban areas with access to improved water supply service
quality, of which at least 500,000 are from the poorest 40% of the population
(also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s
eastern provinces; and
2.
An increase of
500,000 people in urban areas with access to safely managed sanitation.
To ensure that
improvements in access to WASH services are sustained, USAID IUWASH PLUS is
guided by a development hypothesis that focuses on strengthening service
delivery systems, so they can more effectively reach the poorest and most
vulnerable segments of the population. In order to achieve this at scale, the
program undertakes activities through four interrelated components, including:
1) improving household WASH services; 2) strengthening city WASH institutional
performance; 3) strengthening the WASH financing environment; and 4) advancing
national WASH advocacy, coordination and communication. In support of these
components, IUWASH PLUS also implements a Local Sustainability and Innovation
Component (LSIC) that is designed to stimulate WASH innovations that strengthen
community, private sector and government WASH service provision.
Objective
In PDAM Malang City, where at
present the need of drinking water in Malang city tends to increase, but on the
other side existence of location of source of raw water PDAM Malang City, which
is all in the form of springs, almost 95% are outside Malang City areas, so
that the utilization / provision of raw water PDAM Malang city very depend on
policy of local government location of spring water. Another thing that is the
existence of an indication of the decrease of water discharge that became the
raw water of PDAM. Based on the above conditions, it is necessary to consider
alternative raw water source of PDAM Malang City which comes from surface water
which is processed through Water Treatment Plant, so it becomes drinking water
that fulfill health norms. To support the program, IUWASHPLUS requires an
Environmental Engineer to develop a Feasibility Study on the Construction of a
Water Treatment Plant (WTP) to be contracted as a Personal Contractor who will
work and will be accompanied by IUWASH Plus Water Sanitation and Hygiene
Finance Specialist (WFS) IUWASH PLUS in preparing the Feasibility Study
Feasibility Study) IPA in Malang, for a total time of 5 months
The main objective of the assignment is the preparation of a technical
feasibility study of the production unit (WTP) development plan with raw water
sources from surface water in the city of Malang
Tasks
Selected
Environmental Engineers function as implementing partner of IUWASH PLUS to
provide technical assistance for technical feasibility study to PDAM Malang
City, especially Development Plan of Water Treatment Plant (WTP) in Malang city
with capacity 1,000 liter/ second.
The activity
of preparation of feasibility study include but not limited to:
·
Identify drinking water demand in Malang City until year 2029.
·
Propose alternative choice of surface water source that will be used as raw
water source for Water Treatment Plan (WTP), reason and recommendation of raw
water source.
·
Measuring the surface water discharge/flow rate to be used as a source of
raw water.
·
Propose recommendation of WTP location options, land area needed and location with the best
justification.
·
Measuring complete raw water quality at 4 recommended location points, each
of 2 samples.
·
Review the necessary treatment process alternatives and recommendations.
·
Propose alternative design / model of processing system and arranging the
development cost plan for each design alternative recommendations.
·
Requesting approval to Director of PDAM Malang related to water demand
projection, alternative raw water sources, alternative WTP locations, design
alternatives including advantages and disadvantages and cost plan for each
design alternative and recommendation.
·
Provide input to IUWASH PLUS WFS in assessing the feasibility of WTP
development of PDAM Kota Malang
As for the
smooth implementation of its duties, the Environmental Engineering Expert
activities will be under the supervision of East Java Regional IUWASHPLUS team,
in this case is Urban Water Supply Specialist and it supported and coordinated by
the National Water Supply team (UWS Advisor and Senior UWSS National).
Time of execution of
work:
This feasibility study will be
conducted for 5 (five) months, from May – September 2019.

achieved:
For five (5) months of
preparation of Feasibility Study of Development Planning of Drinking Water
Treatment Plant in PDAM Malang, Environmental Engineering Expert is given
target:
- Identification of potential surface water that can be utilized as raw water of PDAM and alternative of effective and efficient processing system.
- Report on Technical Feasibility Study for WTP Development, with raw water source of surface water in PDAM Malang city with capacity of 1,000 liter/ second, taking into consideration of PDAM Malang City

WORKING ARRANGEMENTS AND TIMING
The individual consultant will work under the
supervision of the IUWASH PLUS Urban Water Supply Specialist of EJRO. The contract period to implement this program
will be
conducted for 5 months (20 weeks) starting from May 2019 to September 2019

Minimum
Requirements:
Bidders may suggest whatever staffing
configuration they believe is appropriate. However, IUWASH PLUS estimates that
this program requires one Environmental expert with the following qualification:

Minimum education of S1
Environmental Engineering , at least 10 (ten) years working experience.
·
Strong familiarity with
feasibility study or detail engineering design on Water Treatment Plan (WTP)
from river water resource.
·
Strong experience in the
water supply sector.
·
Ability to work
independently with limited supervision/facilities, and will be based in Malang
City and EJRO Office at Surabaya.
