Consultancy Assignment.
Description of the assignment: ICRC Indonesia Social Media Mapping,
Evaluation and Developing of Online Strategy
1.
Background
The International Committee of the Red Cross
(ICRC) is a humanitarian organization based in Geneva, Switzerland that has
been operating in Indonesia since 1942. The delegation, which is based in Jakarta,
also covers Timor-Leste. Its humanitarian activities are conducted in close
cooperation with the Red Cross Societies of Indonesia and Timor-Leste. The ICRC
provides support to the government of Indonesia in promoting respect for
international humanitarian law among the country’s armed forces, including its
peacekeepers deployed abroad. The organization also conducts training courses
and seminars on international human rights law for Indonesia’s police forces.
The ICRC also works to increase knowledge of
humanitarian law and promote humanitarian values in Indonesia and the region by
holding events organized around specific subjects and by engaging regularly
with various audiences: university lecturers, students, diplomats, journalists,
national and regional authorities and organizations, prominent think tanks and
religious leaders.
To better communicate its activities and
promote humanitarian values to the audience, the ICRC has been operating

The ICRC use those platforms regularly to promote its activities,
humanitarian campaign, international humanitarian law, as well as to position
itself on different humanitarian issues. In enhancing its public communication,
increasing its visibility, as well as achieving its desired identity through
online platforms, the ICRC is looking for individuals/organizations/ agencies
that could provide the ICRC with evaluation, mapping, and strategy for its
online platforms

Scope of Work, Responsibilities and
Description of the Proposed Analytical Work
The main purpose of the consultancy assignment are as follows:
I.
Mapping
of platforms covering:
a. Provide analysis on Indonesian
social media landscape and advice how ICRC Indonesia could utilize the
platforms to reach the targeted audience based on the ICRC’s priority issues;
b. Identify ideal target audience for
each platforms;
c. Identify the current followers’
demography, interests, online behavior and psychology;
d. Identify the gap between the current
and expected audience;
e. Identify potential influencers on
each platforms in the Indonesian context.
II.
Evaluation
of the current ICRC Indonesia online performance covering:
a. Visibility of the accounts and
benchmarks with other relevant organizations
b. Engagement
c. Content management
d. Identifying the gap between the
desired identity and the current performance
e. Analysis on the ICRC’s online
platforms performance and
III.
Development
of online strategy covering:
a. Develop online strategy and
recommendation for ICRC Indonesia, and when necessary advice creating a new
platform that would help to:
b. Advice the ICRC on setting up the
Key Performance Indicators for the platforms

Working Arrangements
Institutional Arrangement: The consultant will be corresponding and
reporting to the Communication Unit, who will also carry out a performance
evaluation before payment release.
Duration of the work: 1 month
Duty station: Home Based with possible visit to ICRC DJA Delegation

5.
Evaluation Method and Criteria
Cumulative analysis using weighted scoring method will be applied to
evaluate the applicant. The award of the contract will be made to the
consultant whose offer has been evaluated and determined as:

Responsive/compliant/ acceptable
with reference to TOR, and
·
Having
received the highest score out of a pre-determined set of weighted criteria to
the solicitation

6.
Documents to be included in the
submitted proposal:
a. Technical Proposal explaining why
they are the most suitable for the work, providing explanation points listed in
the above Expected Deliverable, Selection Criteria and providing supporting
document/evidence if applicable.
b. Financial proposal should be made in
Lump sum contracts. The financial proposal shall specify a total lump sum
amount, and payment terms around specific and measurable (qualitative and
quantitative) deliverables (i.e. whether payments fall in installments or upon
completion of the entire contract). Payments are based upon output, i.e. upon
delivery of the services specified in the TOR. In order to assist the
requesting unit in the comparison of financial proposals, the financial
proposal will include a breakdown of this lump sum amount (including travel, per
diems, and number of anticipated working days).
c. Proposal should be submitted by email at the following address: dja_logistics_services@icrc. org not later than April 11th, 2019 Close of Business Hours.
Note:

Clarification
request must be sent in writing to the email address above, and the response in
writing will be sent to all consultants without identifying the source of
requestor.

Only
selected candidate will be notified.
·
The
selected candidate will be required to provide additional information for
verification purpose.
·
All
materials and other intellectual property produced while working under contract
including, but not limited to, documents, presentations, white papers,
photographs and other media, will remain the property of ICRC and are required
to be submitted to ICRC Senior Management for archiving.
