In 2015, Amed salt received a GeographicIndication (GI), an internationally acknowledged certificate which provideslegal protection that identify a country, a region or an area in which theproduct originates. It also certifies that the reputation, quality andcharacteristics of the related product are largely determined by geographicalfactors in the regions. There are 38 GI certified products in Indonesia, suchas Kintamani Bali Coffee, Aceh Gayo and Sumbawa Forest Honey.
Over the years, Amed salt farmers havereceived support from a variety of organisations, both local and international,but challenges remain to their tradition of salt farming. WLF is keen to find alocal organisation/team of expert individuals/firm to help Amed salt farmersaddress these challenges, while preserving a valuable tradition in producing adistinct product and in improving sustainability of Amed salt production.
AboutWLF
The William and Lily Foundation (WLF) is aJakarta-based philanthropic organisation established in 2009. Our mission is toempower vulnerable and marginalised communities by bridging learning with accessto opportunities. As an activegrant-making foundation, we work closely with local implementation partners onthree focus areas: Education, Health and Economic Empowerment.
In 2018, WLF worked with Platform UsahaSosial (PLUS) on an assessment of Amed salt farming, focusing on the challengesand opportunities in preserving and expanding Amed salt industry. Findings fromthe assessment was disseminated to relevant government and non-governmentactors in Amed on February 2019.. Following the dissemination, WLF is keen tofind a local partner in further developing Amed’s potential in a sustainablemanner, preserving its tradition while improving its growth opportunities.
Objectives
TheConsultant (organisation/individuals/
The Consultant is expected to support thedevelopment of Amed salt business that grows the capacity and empowers itsfarmers, as well as to develop and improve the Amed salt value chain, openaccess to more buyers, brandrecognition, and marketing. The Consultant is also expected to improverelationships with other businesses in Amed and other areas, ensuring theintegration of Amed salt into tourism activities, particularly in Amed.
Deliverables
This business development support for Amedsalt farmers is foreseen as a two-year support program with the following goals:
Year 1:
● Improved business and financialliteracy and capacity;
● Improved understanding of valuechain, market segmentation and access;
● Improved brand recognition.
Year 2:
● Improved market reach andsales;
● Improved understanding ofalternatives technology for a sustainable salt farming;
● Improved participation of womenand youth (regeneration).
The following deliverables are expected duringand at the end of the business support program:
- Initialkick-off/
-
- Draft business development plan and related materials in English and Indonesian;
- Final business development plan and relatedmaterials in English and Indonesian;
- Entrepreneur’
- Business coaching or mentoring plan that is participatory, relevant,actionable and measurable (at least two yearsin duration).
The small business development support willbuild on findings from the 2018 assessment by PLUS.
Cross-cutting Issues
WLF is keen toensure that the implementation of this business support program adheres to theprinciples of Child Protection, Gender Equality and Social Inclusion (GESI), aswell as takes into consideration the issue of Climate Resilience. Part of thebusiness support program should target women and youth participation to ensuresustainability and regeneration of Amed salt farming tradition.
Requirements
WLF is looking fororganisation/individuals/
- Proven track record ofproviding business advisory to small-scale, rural, community-based businessenterprises;
- Extensive experience inproviding business mentorship/coaching to community-based small businesses;
- Strong interpersonal skillswith extensive experience in working with local governments and businesses.

Prospective consultants are expected tosubmit: (1) Technical; and (2) Financial proposals in English including thefollowing:
● Profile of individual/organisation/firm CV,with clear demonstration of previous experience indeveloping enterprise development curricula and/or in supportingcommunity-based small business
● Proposedapproach and methodology, including monitoring and evaluation
● Proposedwork plan including timeline
● Proposed mentoring/coaching plan
● Proposedbudget in Indonesian rupiah
