Consultancy for full proposal writing
“Strengthening Engagement of Women in the Workforce in Indonesia and the Philippines”

APRIL 5 – 23, 2019.


BACKGROUND & CONTEXT

HI Philippines and Indonesia:
Humanity & Inclusion (HI PIN) has been present in Indonesia and the Philippines respectively since 2005 and 1985.  In the Philippines and Indonesia HI implements emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, their families, and communities in different locations throughout the countries..  Project interventions in Indonesia started (2005) as an immediate response to the needs of the earthquake and tsunami victims in Aceh province. Progressively shifting towards a development approach, HI is currently working in two provinces of Indonesia: Yogyakarta and Nusa Tenggara Timur provinces.  Since HI’s start in the Philippines, it has implemented a range of projects in different thematic areas such as socio economic inclusion, support to civil society organizations, access to rehabilitation, access to health and prevention, inclusive disaster risk reduction, and emergency response, integrating disability, age, gender, and other vulnerability factors in all its actions. HI’s projects in the Philippines and Indonesia have been supported by the Big Lottery Fund, World Diabetes Foundation, UK Government Department for International Development (DFID), the European Union (EU) & ECHO, BMZ Germany, Australian Red Cross, AUSAID, UNHCR, Swiss Solidarity, Symphasis, and the START Fund, among others.
Humanity & Inclusion is the operational name of Handicap International Federation.

Objectives HI in Indonesia and the Philippines:
HI Philippines and Indonesia overall objective is to enhance social participation (increased public participation), quality of life (access to services) and respect for dignity and fundamental rights of vulnerable men and women including persons with disabilities in emergency and development settings.  The key components are:
● Access to livelihoods, prevention and specific services
● Inclusion and support to civil society
● Disaster risk reduction and emergency response including vulnerable groups and persons with disabilities
● Persons with disabilities and vulnerable groups become actors of their own development;
● Mainstream and disability-specific services are inclusive of and accessible to vulnerable groups and persons with disabilities;
● Decision-makers are aware of disability issues, actively support and promote persons with disabilities’ access to services and participation in public and political life;


OBJECTIVES AND RESULTS

Scope of the consultancy:
The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) has launched a call for proposals, “DRL Women’s Workforce Participation Program”, for projects that promote international labor standards and women’s right to equal, safe, and full participation in the workforce and empower women to meet their full economic potential by promoting international labor rights and reducing legal, regulatory, and sociocultural barriers to women’s participation in the workforce (https://www.state.gov/j/drl/p/289551.htm  ).

HI seeks a consultant to lead and write a proposal following the United States Department of State Bureau of Democracy, Human Rights and Labor (DRL) call objectives and guidelines.  The project proposal and design will complement HI’s ongoing work in building the capacity of vulnerable groups including women and people with disabilities to ensure, promote and protect the rights of persons with disabilities and to advocate for long term systemic change towards inclusive employment.  Furthermore, it will be aligned to HI’s strategy on inclusive employment.  Apart from the Philippines and Indonesia, inclusive employment initiatives are underway in other parts of the world including, among others, Senegal, Bangladesh, Nepal, and Kenya. The proposed intervention will build upon the key findings and achievements reached during the current Forward Together and BISEG projects funded by FWD and EU in Indonesia and the Philippines, where fruitful synergies and linkages between local DPOs, government bodies, civil society platforms and private companies have been established. The finalization of the project design will need to be consolidated by the consultant in close collaboration with HI Technical Advisors and Desk Officer at HQ level, prior to the writing of the full proposal.

The main objective of the consultancy is to lead and write a full proposal in line with the DRL Call and guidelines:
- Write the complete full proposal according to the proposal submission instructions (PSI) ;
- Work with HI support service department to elaborate the detailed budget of the proposal;
- Consolidate the final draft version of the full proposal including the feedback from the Technical Advisor and Desk Officer.
Main Roles and responsibilities of the consultant:
● Review the available key documents (NOFO, existing projects’ documents, assessment reports, etc.);
● Work closely with other staff of HI program to incorporate their inputs under the guidance of Technical Advisor and the Regional Operational Coordinator of the program;
● Identify local stakeholders (i.e. women groups promoting inclusive livelihoods/employment, companies promoting diversity/gender, etc.) with the support of the HI PIN team in order to assess a possible involvement in the project, to be a member of the Steering Committee for example;
● Identify information gaps and opportunities (in relation to inclusive livelihoods/employment) in order to complete proposal and secure the necessary information to complete;
● Finalize the logical framework (as well as other necessary documentation) with details including the justification in conformity with DRL guidelines and in coordination with the contact persons on the field (HI programs) and the concerned contributors in HQ (Desk, HQ technical and financial referents);
● Write the project full narrative proposal in conformity with DRL guidelines.

Main Roles and responsibilities of HI:
● Provide the consultant with relevant background documents (NOFO, project documents, etc.);
● Support organization of meetings project staff, partners and/or stakeholders;
● Develop a timetable for the final validation by relevant HI stakeholders (in discussion with the consultant during the first 2 days of the consultancy, cf below, to be finalized with HI HQ Technical Advisor);
● Organize the logistics (venue, catering, materials, and other supports) for any workshop or meetings associated with this consultancy as possible.


Agenda / schedule/ Clauses:

The consultancy is expected to start on April 5, 2019 and shall last until April 22, 2019..  The work location is flexible.
The final outputs (deliverables) shall be in line with DRL guidelines and validated at HQ level are to be submitted before:
April 22, 2019: full proposal including log-frame and relevant support documents.
The official deadline to submit the Full Proposal to DRL is April 23, 2019
 Deliverables:
● 1 finalized project log frame
● 1 project timeline
● 1 full proposal as well as relevant annexes
All documents shall be in compliance with DRL call guidelines and delivered within the set deadlines.
Budget: 5,000 Euros all inclusive (travel, taxes, etc.)

EXPECTED QUALIFICATIONS AND SKILLS
- Relevant academic background and/or demonstrated experience in development, economics, rural development, or other related areas;
- Demonstrated track record of writing project proposals and obtaining grant funding for development projects from institutional donors, especially United States Department of State Bureau of Democracy, Human Rights and Labor (DRL)
- Experience of work in South East Asia to facilitate networking; experience of work in the Philippines and Indonesia, is an added advantage
- Demonstrated experience in designing/implementing CSO empowerment, local inclusive governance, inclusive employment, gender empowerment, and development projects targeting vulnerable groups and especially persons with disabilities;
- Excellent conceptual, analytical, writing, and editing skills, and ability to synthesize large amounts of information into persuasive, clear language and graphics
- Excellent English writing and communication;
- Ability to work under pressure and time constraints;
- Strong interpersonal skills and ability to work well within a team;
- Proven oral and written communication skills;
- Experience working with people of different cultures;
- Philippine and Indonesian nationals are encouraged to apply.
