Background
Oxfam works with partner organizations and alongside vulnerable women and men to end injustices. Oxfam in Indonesia is working to seek transformative changes in policies, practices and beliefs in ways that will fundamentally improve the lives of poor and marginalized women and men, and ensure that all citizens have the same opportunity to enjoy their rights.
 
Oxfam Resilience Approach
Oxfam’s work on climate change and disaster risk management issues integrate emergency preparedness and response, building resilience, advocacy and campaigning. It is aligned with Oxfam’s Framework for Resilient Development (FRD), trough the following approaches:
Scope of Work and Deliverables
To strengthen Oxfam’s impact for climate change and Disaster Risk Management (DRM) in Indonesia by ensuring that, through working in partnership with a diversity of organizations, it delivers on its goals of adding value in four key areas: linking and convening, providing technical expertise and capacity development, providing access to information, and channeling donor funds to partners for high quality programme delivery.
The expected results from consultant are:
1. Translating Oxfam’s Framework for Resilient Development in to program design, implementation, and MEAL. The framework will be integrated into program and reflected in the design of program
2. Providing technical support in all stages (identification, assessment, analysis, design, planning, implementation, monitoring & evaluation) for integration of DRM, climate change adaptation and mitigation, and community (urban and rural) resilience into relevant Oxfam supported programmes in Indonesia, in line with global standards, Oxfam’s programme standards, best practice, and program quality strategy
3. Works collaboratively with the Program manager to ensure that learning in DRM is captured, created and shared both vertically (global, regional, communities) and horizontally (across thematic areas, peers, partner organizations) to create awareness for innovative and cutting-edge practices and facilitate application to further develop DRM and climate resilience approaches in influencing, and development and humanitarian programming
4. Develop strategy to link emergency preparedness response with DRM system, and integrated in the national and sub-national development planning
5. Leads in developing and strengthening analysis and understanding of the policy and institutional context within Indonesia as it applies to DRM and ensures that this understanding is reflected in programming
6. Strengthening OXFAM engagement strategy with national policy makers and related stakeholders on DRM, climate change adaptation and mitigation, and community resilience towards disaster and climate change

- Rights-based approach to risk: affirms people’s rights to determine their own futures by enhancing the capacities of people and institutions to address the causes of risk, vulnerability and inequality.

- Gender justice approach: capacity strengthening, influencing, collaboration and learning that respond to women’s needs, address the systemic causes of their vulnerability, and enhance their capacities, agency and leadership.
- Systems approach: recognises and work with the relationships between the complex causes of risk and poverty and avoids approaches that are siloed.
