Hivos EoI : Media Officer for Investigative and Citizen Journalism

Project Duration               :  26 months start in May 2019

1.       Background

Hivos is leading SPEAK (Strengthening Public Services through Empowerment of Women-led Advocacy and Social Audit Networks) project with the overall objective to institutionalize constructive and effective citizen participation in the planning and implementation of local budgets to better address structural poverty.

As media plays an important role in making public procurement more transparent and accountable, a stronger and a more data-driven groups of journalists and media is required. Hivos will work to develop a network of local journalists to report on corruption in public procurement, and investigate on citizen journalist reports.

At the same time, there is an opportunity of collaboration between journalists and citizen journalism to reduce potential of corruption in public procurement process.. For this reason, citizens need to be actively encouraged to carry out citizen journalism activities that will support the monitoring process. 

Both fellowship for journalists and trainings for citizen journalism activity will be held in 6 cities in Indonesia with the main focus to monitor public procurement in education and health sectors.

Media officer will support the development of data-based journalist network in 6 cities, and to help citizen journalists from 6 cities to partner with KPK to raise awareness on corruption risks in the Health and Education Sector


2.       Roles and Responsibilities
2.1. Project coordination and supervision
a.       To ensure alignment in the project with the media fellows and mentors on investigative journalism training and fellowship
b..       To ensure alignment with SPEAK consortium partners on citizen journalism activity
c.       To ensure budget and expenses for investigative and citizen journalism are aligned as per the European Union guidelines
d.        To coordinate with related stakeholders under the SPEAK consortium as well as its co-financed project of Open Contracting programme
e.        To provide analysis of activity report of investigative journalism, media fellowship and citizen journalism

2.2. Communication and Branding
a.       To ensure the investigative and citizen journalism communication activities are covered by the mass media as well as on social media by related stakeholders
b.       To help produce/ to assist communication products at national and in respective cities particularly in ensuring communication outreach and visibility to target groups.
c.       To ensure all communication products produced are in line with SPEAK communication strategy and branding & visibility guidelines

2.3. Administration and logistics support
a.       To produce activity report on each training / workshops / events conducted with the media partners / stakeholders
b.       To ensure the following outputs are achieved and aligned to the EU and Hivos quality standard
·         Investigative journalism training module
·         Citizen journalism training module
·         At least 12 citizen journalism stories are published and submitted to JAGA KPK Platform
·         At least 12 investigative report are published at the media outlets
c.       To assist in the recruitment process of consultants when required

2.4. Administrative support
·         To ensuring compliance on Hivos administrative regulation for each activity
·         To ensure media coverage on each activity related to investigative journalism, media fellowship, and citizen journalism activities
·         To provide documentations and support for SPEAK annual report in relation to investigative journalism, media fellowship, and citizen journalism activities.


2.       Knowledge, experiences and competencies
We are seeking an Indonesian person with the following qualities:
·         Experience working with journalists and/or media
·         Good understanding in investigative and citizen journalism
·         Experience in transparency issue is an advantage
·         Ability to work independently and take initiatives, but also a team worker
·         Knowledge of major software applications (Excel, Word)
·         Able to travel as required
·         Working knowledge of English.
