PROSPERA: Senior Data Analytics Adviser

The role
This Senior Data Analytics Adviser will support Prospera to advance its digital economy work by designing and implementing one or two policy analysis using big data. The adviser is expected to work closely with the Economics and Inclusion team and Prospera thematic areas to develop a work plan, as well as designing and implementing big data analysis for selected policy cases..

The work will be organised in two phases:
1.  Design Phase (up to 40 working days)
The design phase consists of two main activities:
(i)      identify potential policy issues relevant for Prospera and its long term and intermediate policy outcomes;
(ii)    design use case to analyse the policy/research questions identified, including to assess and identify data needs, sources of data, and the cost/resources needed to support the analysis.

2.  Implementation Phase (up to 68 working days to deliver the final output)
Based on the result of the design phase, the Adviser will develop a work plan to implement the proposed policy analysis using big data. The Adviser is expected to lead a team of Prospera staff to deliver the following:
(i)      collecting and processing the data 
(ii)    conducting the analysis and develop proposed recommendations
(iii)   producing the outputs in the format of presentation and briefs to the relevant counterparts (government and other key stakeholders)
(iv)   engaging with key government counterparts on the use digital technology and big data for policy analysis (to be confirmed at a later stage)

The objective of the work is to demonstrate the opportunities of using digital technology for economic policy analysis to Prospera’s government counterparts. At the end of the project, the Adviser is also expected to identify new opportunities for Prospera to further develop a stream of work that utilise digital development and big data analysis for policy making process, including summarising the lessons learned from the design and implementation phases.

About you
You will be a motivated and proactive senior Data Analytics Adviser with the right combination of talent, energy and a commitment to technical excellence. The Selection Criteria includes:
·          A minimum of 10 years of professional working experience at senior level undertaking research in the area of economic policy and data analytics for economic policy making process.
·          An advanced degree in econometrics, data science or related areas as well as a advanced understanding of digital technology, big data and economic analysis, including the latest developments in data acquisition and processing for economic analysis;
·          Experience working with high level government officials and engaging with various stakeholders in disseminating government policies; and
·          Excellent written communication skills and fluency in English (written and oral) including advocacy and presentation skills.


About the program
Prospera is a partnership facility between the Government of Australia (through the Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a five-year investment that draws together the former Government Partnership Fund (GPF) and Australia Indonesia Partnership for Economic Governance (AIPEG). Prospera will be responsive to the needs of a wide range of agencies in the Indonesian government, covering six engagement areas:

(i)     Markets – improving product and factor market efficiency;
(ii)    Finance – delivering financial stability and development;
(iii)   Spending – improving the quality, delivery efficiency, and access to public services;
(iv)   Revenue – mobilising revenues without unduly impeding private activity;
(v)    Public Sector Reform – strengthening economic institutions; and
(vi)   Economics & Inclusion – providing analysis to boost the evidence for economic policy.

Remuneration
The remuneration will be set according to the Australian Government’s Adviser Remuneration Framework and will fall within Discipline Group D, Job Level 4. The remuneration level at which the Senior Data Analytics Adviser is engaged will be based on the successful candidate's relevant skills and experience.
