The Knowledge Sector
Initiative (KSI) is a partnership between the
governments of Indonesia and Australia. It is funded by the Department of
Foreign Affairs and Trade (DFAT) and implemented in cooperation with the
Ministry of National Development Planning/National Development Planning Agency (Kementerian
Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional,
Bappenas).
KSI supports Indonesian policymakers to develop more
effective development policies through better use of research, data, and
analysis. The program works with research providers and government agencies to
strengthen the quality and policy-relevance of research and how it is used for
policymaking. KSI also works to improve regulations and practices that support
quality research and make using evidence in policymaking easier.

Essential
duties and responsibilities: 
The Indonesian Partnership
Coordinator (InPC) plays a key role in ensuring Indonesian program partners
achieve agreed deliverables and performance objectives. Working closely with
policy research institutes, the InPC will support their institutional change
management and will act as a direct liaison or focal point between KSI
partners, KSI Team, technical advisers, and coordination with BAPPENAS and DFAT
with the Strategic Partnership Management (SPM) team.
Under the supervision of the
Strategic Partnership Management Lead, the InPC supports the function of the
team that builds KSI's existing partnerships and networks, developing and
managing grants and sub-contracts with a range of institutions, where possible
initiating and supporting collaborative efforts between institutions to ensure
KSI resources leverage and/or link with other resources, including private
sector and other development assistance providers. The SPM team works with and
supported by the Policy Innovation Development (PID), Knowledge Exchange and
Learning (KEL), Program Monitoring and Evaluation (PME) and Operations teams.
The responsibilities are as follows
but are not limited to:
- Facilitate Indonesian partners to identify areas of change, themes, and issue-based agendas to address the needs of knowledge users across the sector and to achieve sustainable systemic impact on building Government of Indonesia evidence-based policy making and Indonesian knowledge sector;
- Identify and maintain an inventory of key Indonesian partners able to support a range of research, analytical and capacity building functions;
- Provide critical input and constructive feedback to Indonesian grantees and subcontracted organisations in their workplans and planned activities for quality assurance;
- Communicate proactively with Indonesian partners (grantees and subcontracted organisations) to provide on-going guidance and support in the implementation of their work plans in close consultation with the SPM Lead and assigned short-term advisers;
- Report the development, implementation, and reporting of Indonesian partners’ workplans and deliverables to the SPM Lead;
- Document and analyse Indonesian partners’ results, output and outcome of the work in order to inform KSI’s evolving strategy, directions and decisions;
- Work collaboratively with International Partnership Coordinator (IPC) in facilitating collaboration between International and Indonesian knowledge sector partners under the coordination of the SPM Lead;
- Work collaboratively with the Grants Manager to ensure that the delivery of Indonesian partners’ activities are within budget, and collaborating proactively when expecting either underspend or overspend to craft solutions;
- Support the SPM Lead in developing the scope of work for Indonesian partners and potential collaboration strategy between Indonesian partners within the network of think tanks and their assigned working groups.
Requirements:
Master’s degree and a
minimum of 6 years of experience or a Bachelor Degree and 10 years of
experience in management, communications, knowledge management, business
administration, international development, public policy, social policy
research, or a related field.                        
Skills & Abilities:
- At least 5 years working on large donor, (or other) funded programs in a program management, grants management or partnerships management role, and proven capacity to work in a matrix compliance oriented organisation;
- Demonstrated ability to effectively broker, collaborate and build strong networking relationships with a variety of organisations at international, national, and subnational level to achieve agreed deliverables and performance objectives;
- Ability to communicate effectively cross-culturally across multi-stakeholders and different type of organisations ranging from the government, think-tank, research institution, media, civil society organisations and private sector actors;
- Demonstrated ability to facilitate consolidated work plans and collective actions among multiple stakeholders in Indonesia;
- Proven experience in sourcing and managing high quality institutional capacity building;
- Understanding of DFAT programs and Indonesian knowledge sector including the main players and evidence-based policy making advocates;
- Excellent presentation, communication and inter-personal / cross-cultural skills;
- Ability to work well within a team and to work effectively with government and non-government stakeholders;
- Ability to analyse, plan and develop appropriate responses to complex situations and highly developed problem solving skills
- Exceptional written and verbal communication skills both in English and Bahasa Indonesia are desirable.
