A. Background
Plan International is a development and humanitarian organization that
advances children’s rights and equality for girls. Plan International strives
for a just world, working together with children, young people, our supporters
and partners. For 75 years, Plan International has built strong partnerships
and now work in more than 70 countries. In Indonesia Plan International started
its work in 1969 and currently works in 7 provinces and sponsors more than
40,000 children. Plan Indonesia has developed a comprehensive approach through
the existing programs in YEE (Youth Economic Empowerment). A strong partnership
has been established and there is collaboration with the government to adopt a
Planet-based TVET (Technical and Vocational Education Training) approach and
soft skill training. Some training packages for soft skill and TVET, including
gender-focused life-skills, TVET restaurant, retail TVET, career counseling,
and green skill have also been developed.
In Indonesia, W4W!
(Wired for Work!) Project targets vulnerable youth, especially women. Indonesia
needs an average of 3.2 million additional skilled workers per year, while
budget allocations for non-formal (vocational) education are limited, leaving a
significant number of youth untrained[1].
Plan will target Jakarta, Semarang and Lombok where the program can build on
existing engagement of Plan with the private sector and will benefit of
employment opportunities for vulnerable youth. Over 3 years, around 10,266
disadvantaged youth in Indonesia (75% women) will complete life skills training
and market-driven technical training – online where possible, digitally
enhanced, or in classroom where needed[2].
Over the 3 years, W4W! time frame at least 30%, or 3000 of the direct
beneficiaries will enter decent employment, while 35,000[3] indirect
beneficiaries at the global level will access the YES! DIGITAL Ecosystem’s for
labor market information, work readiness, vocational services, and/or
job-matching services.
One activities to
engage more marginalized youth, is through the data collection to YES!ME. It
will also help the progress of Digital Ecosystem and internalized it in the YEE
Program. Because of that, the activity of beneficiaries to YES!ME system will
be a core of the first thing to internalize that.
B. Objective
- To control and check data based on the training from teachers to students in vocational school and make sure the data is collected in YES!ME.
- To collect the data of beneficiaries in Vocational High Schools in Jakarta and input it in YES! ME (Digital Ecosystem).
- To introduce the tools of collecting data system to other trained Vocational High School Teachers.
- To maintain the quality of beneficiaries’ data that already input by partner in Semarang and Lombok.
- To make sure the actual data that is reported by the partners are matched with the data inside YES!ME database system.
C. Mechanism
There will be 2 types of
mechanism on how to track the alumni of YEE Project, namely:
- Using the digital methodThis mechanism will be used in collecting the data, where the data input officer will be given the order to collect the data of students that have been trained by teachers in each listed school, and input it to YES!ME system and update it at least every month.
- Using door-to-door methodBesides input the data online, data input officer will also come regularly to each school to collect the data from students by giving the questionnaire.
D. Report Mechanism
The data input officer
will always update YES!ME data every time the teachers already trained the
students (regularly). But to make it clear, W4W Team and YES!ME PIC will
control the data updated every week.
Because this data will be informed once a week every DT Call to ARO.

Step: Based on received Expression of Interest and
CV,
Yayasan Plan International Indonesia will shortlist candidates and invite them for interview.
Third
Step: Yayasan Plan International Indonesia
will afterwards proceed with selecting and appointing a consultant and the
appointed will be invited to Briefing Session on 29 April 2019.
[2]While aiming to increase the part of blended
learning to enhance impact, trainings delivered in this program will not all be
online. Based on thorough ICT analysis of each target area, the adequate mix
will be offered– including online, offline, blended or classroom modalities.

Approximately 20,000 youth beneficiaries may indirectly benefit of the
YES!DIGITAL Ecosystem in Indonesia and the Philippines, with an additional
10,000 users through additional country office engagement (targeted: Timor
Leste, Vietnam, China, Paraguay, El Salvador, Sri Lanka, Thailand).
