JOB VACANCY

Qatar Charity is a Qatar-based NGO. Since the inception of its services in Indonesia in 2006, the Organization has been committed to assist the needy and less supported people all over Indonesia. The Organization is active in providing assistance in the following domains; Education & Cultural Support, Family, Women & Child care,  Livelihoods & Income Generation, Water & Sanitation, Relief & Emergency Response and last but not least Seasonal Programs. After the tragedy tsunami disaster in 2004, Qatar Charity has made a considerable contribution to the efforts of reconstruction and rehabilitation in the affected areas.


Qatar Charity Indonesia (QCI) is currently seeking:

                ·        Position:                                      Head of Programme, With Fluency in Arabic and English
·         Report to:                                   Country Director
·         Contract length:                       01 year with possibility of extension           
·         Duty Station:                             DKI Jakarta and with frequent field visits in and out
·         Closing Date:                            31 May 2019

ESSENTIAL RESPONSIBILITIES AND DUTIES:
Program Management and Development
1.         Provide strategic leadership and expertise to QC programmes in Indonesia
2.         Ensure QC develops and maintains capacity to respond to emergencies;
3.         Develop annual and project-specific work plans, including project implementation, M&E, procurement and spending plans;
4.         Identify and develop strategies for working with local partners, CBOs, INGOs and the UN.
Implementation and quality of the programme
1.         Ensure that projects are implemented as per project budgets, timelines, and donor compliance requirements;
2.         Maintain highest levels of quality and adherence to standards (QC and donors policies, procedures and procurements requirements);
3.         Ensure proper documentation of QC interventions and activities, including monthly activity/project reports, and other reporting, as required;
4.         Make key decisions in relation to programme implementation and offer solutions to problems that arise during implementation.

Management
1.          MEAL manage the Programme team;
2.         Ensure oversight of HR, Operations, M&E and Program Management to ensure that all grants receive adequate support;
Networking, Communication and Fundraising
1.         Build relationships with donors, other INGOs, government authorities and local NGOs;
2.         Probe available funding opportunities within the existing funding mechanisms in the UN and NGO sector;
3.          Ensure the development and utilization of best practices in program delivery;
4.          Take responsibility for the timely submission of high quality donor reports and proposals;
5.         Represent QC to official authorities, UN agencies, private sector partners and NGO fora including cluster meetings.
Budgetary Controls
1.                   Ensure that the programmes meet QC Quality Standards and international Codes of Conduct;
2.                   Assist the programme team to develop, finalise and closely monitor the programme budget.
Job Requirements:
·         The successful candidate must have at least 5 years working experience with INGOs in developing countries preferably within MENA context, with a background of successful fundraising and dealing with different donors;
·         A degree qualification in Management/ Disaster Management/Social Science/International Development/Public Administration with a specific expertise in at least two of the following areas: community development, food security, community based disaster management/risk reduction, capacity building, working with partners;
·         Familiarity with the Sustainable Development Goals, humanitarian principles, SPHERE, Do No Harm, and other international standards for emergency work;
·         Familiarity with the UNOCHA  Online Projects System (OPS);
·         Excellent report and proposal writing skills;
·         Fluency in both oral and written English and Arabic is essential;
·         QC employees are expected to work in accordance with the Organization’s core values, aims and objectives. They should be sympathetic to the cultural norms of behavior QC believes in..
