Project Overview
The Governments of
Australia and Indonesia are partnering through INOVASI, an education program
which aims to find out how to improve literacy and numeracy for Indonesia’s
students. Funded by the Australian Government in partnership with the
Indonesian Ministry of Education and Culture (MoEC), INOVASI is a subnational
education program with a budget of AUD 49 million, which started in January
2016 and will run until 2019. It focuses on understanding and tackling learning
challenges, particularly those related to literacy and numeracy skills, at the
heart of the education system— in the classroom and the school (including
madrasah).. Nusa Tenggara Barat (NTB) is INOVASI’s first partner province that
began implementation in early 2017. Three more partner provinces have been
selected (NTT – Sumba Island, East Java and North Kalimantan) and will begin
implementation in mid-2017.
INOVASI will use a new
approach to focus on what works in classrooms and schools. It will work with
teachers, principals and local officials to identify what problems need to be
solved to help students learn better and find out the best way to solve these
problems by jointly piloting either (i) local solutions or (ii) practices
successfully trialled elsewhere which are adapted to the local context. INOVASI
will evaluate these pilots to see which are successful in improving student
literacy and numeracy. The pilot activities will focus on student learning and
classroom teaching. The three areas of focus are: 1) Strengthening the quality
of teaching and learning in the classroom; 2) Improving the support provided to
teachers so they can teach better; and 3) Enabling all children in the
classroom, particularly girls and children with disabilities, to reach their
potential in learning
INOVASI is managed by
Palladium on behalf of the Department of Foreign Affairs and Trade (DFAT).
Purpose of the position: Under the supervision of Provincial Manager, the Program Assistant will support the provincial team in carrying out
day to day activities in the area of program support, event management,
administration, and information management.

Duties: Under the
direction of Provincial Manager, the
Program Assistant will:
1.
Plan and coordinate all
logistical aspects of provincial events and activities under direction of the
Provincial Manager, including budget preparation, invitations and follow up on
confirmation of participation and resource persons and ensure that they receive
needed information;
2.
Work closely with the
Operations Team to ensure that activity arrangements are prepared in timely and
compliant with applicable Palladium and DFAT regulations and policies;
3.
Arrange meetings, the
preparation of expenses, and other admin reports, travel, materials, archiving
of materials, update calendars, follow-up on recommended actions, handle
receipts, advances, and approval processes;
4.
Assist with office
photocopying, filing and typing;
5.
Support team in keeping
time schedules, appointments and maintain and manage the calendar;
6.
Organize, schedule and
prepare for meetings for Jakarta-based staff with key people and partners at
the provincial level;
7.
Support INOVASI team
with travel, accommodation bookings,
transport, catering, including for national and international advisers;
8.
Ensure accurate and
efficient management of correspondence, invitations, files, records and
databases of contacts;
9.
Participate actively in
staff meetings and management meetings, take notes and minutes at key program
meetings when requested;
10. Uphold Palladium’s policy of Zero Tolerance on bribery and
corruption, and ensure due diligence is followed;
11. Other duties as may reasonably be required by the Provincial
Manager consistent with the incumbent’s qualifications and experience.
Qualifications and Experience: The
Program
Assistant will possess the
following qualifications and experience:
I.
Minimum
of 1 year of experience in office management and/or administration, especially
in support function of education program;
II.
Able
to use technology effectively to support the operations of a large program or
organisation;
III.
Contacts
with provincial government bodies is advantageous;
IV.
High
level proficiency in Word, Excel, PowerPoint and web browsers;
V.
Fluent
Bahasa Indonesia, some proficiency in English preferred;
VI.
Sound
problem solving and decision making skills;
VII.
Ability
to work independently and as a part of a team.
