PROJECT SUPPORT OFFICER

PRIMARY OBJECTIVE:
The Project Support Officer (PSO) contributes to Cardno success by providing professional services support for project administration, marketing and QMS support activities within Cardno EMR team
PRINCIPLE RESPONSIBILITIES:
  • Provide high level word processing and administrative support to marketing, bids and projects, regional staff and Manager, by assisting the program manager to recruit, mobilize and arrange accommodation for the team, overall general administrative tasks including personnel management.
  • Monitor and disseminate relevant electronic and paper based communications within head office and with projects, by saving all the email correspondence to the shared folders for each related subjects.
  • Oversee the filing of project, individual and marketing information using in house system, by doing proper and comprehensive filing structure as per QMS guideline in hardcopies and softcopi.
  • Arrange authorization of funds requests, by circulating fund request to Senior/ Program Manager / Contractor Representative and the Divisional Accountant for their approval prior to submission to Accounts Payable, by indicating the expected date of fund transfer to projects bank account.
  • Check and process claims for payments against contracts, by checking all the necessary documents for payment process, seek approvals, prepare the payment request forms, assign proper cost codes, and upload the request to AP.  
  • Process and maintain accurate records for all medical and travel insurance claims for overseas staff, registering the LTAs on the insurance portal, and provide most updated insurance coverage to LTAs, and provide the STAs with the travel insurance.
  • Maintain annual leave and professional development records project personnel, by providing an accurate data of leaves taken and remaining balance as well as filing the leave forms on the proper folder for each consultants.
  • Track and report on project/personnel movements, status of accommodation (rental leases), insurances where premises leased by Cardno, by providing an accurate data of payroll and remaining balance as per individual contracts, filing each housing rental agreement on the proper folder for each consultants.
  • Manage and register local insurance for all team member.
  • Manage administration of team member timesheet and leave tracker.
  • Provide support to the ISO 9001 certification audit, by following the QMS guidelines in providing audit requirements, all of the above procedures are the duties covering the audit areas..
  • Working closely with the Program team, liaise with relevant companies, clients and contract staff in relation to coordinating travel, and accommodation arrangements for team members, by requesting the consultant to provide valid IDs or Passport details for proper mobilization, send the request to CTM or local travel agent for airline tickets and hotel arrangement based on Cardnos travel policies (business class-more than 4 hours, and 4 stars hotel, or based on clients latest policies.
  • Assist in the effective management of activities, projects and personnel:  by having a good coordination with projects activity coordinators to avoid overlapped responsibilities.
  • Coordinate the mobilization and demobilization, travel and accommodation arrangements for consultants and subcontractors, as required, including obtaining visas and other relevant work permit documentation, preparing pre-departure briefings, by requesting the consultant to provide valid IDs, Passport details, complete documentations for proper mobilization, send the request to CTM or local travel agent for airline tickets and hotel arrangement based on Cardnos travel policies (based on Clients latest policies).
  • Assist in the production of consultant and subcontractor contracts and ensure all documents are finalized prior to departure, support with the RTN preparation, drafting the contract based on the agreed PRAC, circulate the contract reviewPM, PA, and CR (for International Consultants), HR Manager (for National Consultants), send the Cardno Policies and the contract as well as the mobilization form. 
QUALIFICATIONS:
Minimum 3 years’ experience working in administrative positions within the International Development sector.
SKILLS:
  • Intermediate and Advanced skills in Microsoft Office Suite.
  • Intermediate skills in Desk Top Publishing.
  • Excellent organization, basic financial and time management skills.
  • High level of interpersonal skills.
  • Willingness to take on a variety of tasks that may be required to ensure efficient operation of the business units.
  • Ability to work as part of a remote administration team as well as work autonomously.
  • Ability to use initiative and make decisions when completing tasks required, ensuring key roles are completed within required time frames and when asking for more work.
  • Professional presentation.
  • Mature and professional approach to work.
  • Reliable and trustworthy nature when dealing with confidential issues and staff at all levels.
  • Ability to work under pressure to tight deadlines.
