Project Summary
The USAID/Indonesia
Monitoring & Evaluation Support Project (MESP) measures and assesses the effectiveness,
relevance and efficiency of USAID’s programs, and uses the knowledge generated
to help inform and improve development effectiveness. Our work includes strategy
development, conducting evidence-based evaluations and sector assessments, and supporting
the monitoring, evaluation and learning practices of USAID’s implementing
partners. MESP provides key support to USAID’s Collaborating, Learning and
Adapting (CLA) initiatives.
Position Summary
The Senior Knowledge Management
Advisor will work across all types of project activities and interactions with
USAID and USAID’s implementing partners. The position’s purpose is to generate,
synthesize and apply knowledge to increase understanding of development
challenges and identify paths for performance improvement. USAID/Indonesia’s
main sectors of operation include health, environment, and democracy, rights
and governance.
This
position is full-time staff position based in MESP’s Jakarta Office..
Position Responsibilities
The
Senior Knowledge Management Advisor will perform the following tasks in support
of MESP activities and objectives:

Serve as an MESP
senior advisor to USAID and its implementing partners on program performance
effectiveness and improvement.
·
Conduct research and analysis
on development topics of interest and present the results of the analysis
through papers, presentations and workshops.
·
Design and facilitate
learning utilization events to inform and improve program and project
performance.
·
Manage MESP
assessments and evaluations by designing research methodologies, ensuring
quality research and supervising assessment and research teams.
·
Develop and introduce
knowledge management tools and strategies to promote and support the
institutionalization of Collaborating, Learning and Adapting practices within USAID
and for its implementing partners
·
Perform other tasks
assigned by the Chief of Party.
Required
Qualifications
Candidates for this position should have a mix of the
following experience:
·
A successful track
record involving critical thinking and strategic engagement in support of
complex development programs.
·
Experience
leading senior consulting assignments directed toward improving program and
organizational performance.
·
Strategic
management experience.
·
Familiarity with
knowledge management dissemination and utilization practices.
·
Excellent English
language and presentation skills.
·
At least 10 years
of professional experience relevant to MESP and the position’s job description.
·
Successful
experience designing and managing evaluations, assessments, and/or strategic
planning activities for donor programs.
·
Expertise and
professional experience with surveys, data management and analysis, and/or
statistical software programs, preferred.
·
Proven ability to
lead teams and to work collaboratively with colleagues and counterparts.
·
Ability to
implement and manage program activities proactively, without waiting for
instructions.
·
Open
communications style.
·
Advanced
university degree in a relevant subject, such as management, business
administration, economics, statistics or public administration.
·
Experience with
USAID programming and M&E systems is an advantage..
