Technical Coordinator for IUC Project

Background
UCLG ASPAC is the largest regional section of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities (IULA), United Towns Organisation (UTO), and World Association of the Major Metropolises (METROPOLIS) set up in Ghent (Belgium) in 1913, in Aix-les-Bains (France) in 1957 and in Paris (France) in 1985, respectively.  UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.. UCLG ASPAC’s Secretariat is based in Jakarta, Indonesia.


UCLG is a worldwide association of local governments and the officially recognised voice of local governments by the United Nations. UCLG ASPAC has linkages to more than 7,000 cities and local governments. It represents well over 3.76 billion people - more than half of the world population - and incorporates economically fast-developing countries such as China, India, and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies..  It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable development.  UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralisation, municipal finance, gender equality, women leadership and empowerment and good governance.

UCLG ASPAC with its consortium partners is currently engaging in one of the current EU projects - International Urban Cooperation Programme (IUC): Sustainable and Innovative Cities and Regions – Regional Action Asia. The IUC programme is funded by the EU's Partnership Instrument which supports the realisation of EU policy objectives in areas including climate change and the external projection of the EU's growth strategy "Europe 2020."  The global IUC programme seeks to establish cooperation in the areas of sustainable urbanisation, climate change through sustainable energy on a mutual benefit-basis with existing and new key EU partners. The project covers the EU and China, Hong Kong, Indonesia, Malaysia, Singapore, the Republic of Korea and Vietnam, while UCLG ASPAC will primarily focus on the following target countries: Indonesia, Malaysia, Hong Kong, Singapore, the Republic of Korea and Vietnam.  If deemed necessary, other countries are agreeable to be the focus.

UCLG ASPAC is recruiting the Technical Coordinator for a one-year (1) period with the possibility of extension, based on satisfactory performance. The post assigned is to support the component two (2) of the EU-IUC Project which is the implementation of the Global Covenant of Mayors (GCoM) for Climate Change and Energy, in particular, as recently UCLG ASPAC has been appointed as the Regional GCoM Secretariat for South East Asia.
Objective and goal:
  1. Act as the focal person of the IUC Asia HelpDesk on behalf of UCLG ASPAC;
  2. Manage the project implementation to a high standard, support the development of the projects locally, nationally and regionally within the focused countries;
  3. Provide technical knowledge on energy and climate change to cities for the focused countries that contribute to the successful development of a climate action plan;
  4. Support the management of strengthening country capacity through the delivery of regional training on energy and climate change sectors;
  5.  Be responsible for the preparation of work plans, budgets and progress reports, ensuring quality, deadlines and submission to the donors;
  6. Develop and maintain communication with external parties at all levels..
Scope of Works/Duties

       Conceptual and Technical Management (60%)
  1. Together with the core team and partner stakeholders develop projects’ plans to ensure field level interventions are planned and executed effectively and efficiently through a sustainable and replicable model;
  2. Work closely with the Team Leader and C2 Lead Expert IUC Asia, Communication and Knowledge Management Officer, and Admin Project Officer to deliver the implementation of the project activities to the highest standard at the targeted countries in accordance with the project objectives;
  3. Act as the main focal point to establish and maintain sound and productive working relationships with stakeholders at different levels including end users, donor, partner stakeholders, and government bodies:
  4. Be responsible in the coordination and management of capacity building events to strengthen country capacity in the development of climate action plan and implementation;
  5. Understand and able to identify gap in all pilot municipalities, facilitate an provide technical support relevant to the gap analysis for the development climate action plan;
  6. Contribute fully to the organization’s strategic aims and objectives, promote the value of its planned activities;
  7. Perform any tasks from time to time as requested by the IUC Asia Team Leader, C2 Lead Expert, and/or the Secretary General of UCLG ASPAC.
Communications, Reporting and Outreach (40%)
  • Regularly liaises and coordinate communications with GCoM stakeholders, IUC Asia headquarter office, European Union Delegates (EUDs), and other relevant stakeholders in energy and climate change sectors;
  • Actively communicate with pilot cities and Non-Key Expert(s) and/or Training Provider(s) in all focused countries for the development of Climate Action Plan;
  • Prepare monthly monitoring and evaluation report for the cities’ status in relevant to the development of climate action plan and capacity building activity;
  • Gather feedback, questions or other queries from cities within the regions and link with GCoM, IUC, and NKE(s) to provide the appropriate response to the queries.
  • Prepare monthly reports to address achievements, identify risks and challenges in project implementation and to enhance the quality of reporting.
Experiences :
  • At least five (5) years of experience in a specific issue of energy and climate change or the environment in general;
  • Experience in the development of a climate action plan at the city level, and implementing climate change, energy, or environmental development projects;
  • Ability to produce good quality project documents in English;
  • Demonstrate in developing and maintaining networks and/or cooperation with central and/or local governments and non-government stakeholders;
  • Working experience in international cooperation development projects and campaigns, in particular energy and climate change sectors;
  • Highly organized with strong project management skills and proven to manage an arrangement for organizing activities in Southeast Asian countries;
  • Understanding an international environment, respecting different cultures and nationalities
v  Language:
-          Fluency in written and spoken in English.

v  Computer skills:
-          Proficiency in MS Office, database system, and programming.

v  Others skills and competency:
-          basic understanding of the full cycle development of a climate action plan;
-          basic understanding of GHG emission inventory and various energy sectors;
-          Training in energy, climate change or other urban planning sectors;
-          Demonstrated ability to manage multiple tasks and deliver outputs within specified time frames;
-          Demonstrated to work collaboratively and as part of a team;
-          Demonstrated ability to liaise and negotiate outcomes with key stakeholders;
-          Demonstrated commitment to participatory and bottom-up approaches;
-          Demonstrated ability to establish network and connectivity with people;
-          Excellent facilitation, programme/activity management,
-          Creativity problem solving and ability to work under tight deadlines;
-          Strong analytical and communication, interpersonal and social skills;
-          Demonstrate detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data;
-          Demonstrate good network with high-level officials in the governments and relevant stakeholders.
-          Experienced working in an international environment, respecting different cultures and nationalities.

Supporting team
The post will be supervised by Secretary General UCLG ASPAC, Team Leader and Lead Expert of IUC Asia. It will also be supported by the Project Admin Officer and the Communication & Knowledge Management Officer.
