The eMpowering Access to Justice (MAJu) is a United States Agency for International Development (USAID) funded project implemented by TAF to improve access to justice and human rights protection for vulnerable and marginalized groups. The MAJu project has three inter-related outcomes: 1) Increased access to justice for poor and marginalized citizens; 2) Strengthened ability of the Government of Indonesia and State-Auxiliary Bodies to protect citizen rights via evidence-based decision making; 3) An improved enabling environment for Civil Society Organizations (CSOs) to effectively promote protection of citizen rights.



PURPOSE OF THE RFP

Since 2016, MAJu has been developing activities to increase the capacity of legal aid organizations (LAO), CSO, and communities, so they are enabled to provide legal assistance and awareness for MAJu target groups. MAJu partners and network have been producing leaflets, infographics, books, and other printed materials for community so they can use it as reference to exercise their rights. However, communities have different capacity compared to the staff working at LAO or CSO so they are facing difficulties in understanding legal materials distributed by LAO or CSO. The content of materials distributed are complicated as it has terminology unknown by the community. MAJu partners are set to find another strategy in communicating legal materials so it is easy to read and be referred by the community.

The MAJu project seeks to contract an organization in developing and producing user-friendly communication/dissemination tools and materials for targeted communities on the issues of access to justice and right to health in an efficient, effective and timely manner at a reasonable and acceptable cost. The organization shall support the MAJu project in researching, developing, producing, and disseminating user-friendly communication/dissemination tools or materials for targeted communities on the issues of access to justice and right to health with the following requirements:

Phase 1: Preparation Phase (Researching and Developing)

  • Identify and collect data on: situational analysis, target audience, communication messages, approaches for achieving objectives, positioning for the desired change;
  • Develop communication strategic plan for two streamlined activities covering two topics (‘Know Your Rights’ and ‘Access to Health’). The strategic plan will cover: brief summary of the situation analysis, target audience, program theory to inform strategy development, communication messages, approaches for achieving objectives, positioning for the desired change, communication channels to disseminate messages, implementation plan, and monitoring and evaluation plan;
  • Coordinate and cooperate closely with the MAJu team and MAJu partners in collecting data;
  • Design and develop user-friendly communication/dissemination tools and materials for targeted audiences. 

Phase 2: Production and Dissemination Phase

  • Produce user-friendly communication/dissemination tools and materials for targeted audiences with approval from the MAJu team;eted audiences with approval from the MAJu team;
  • Develop guidelines or tutorials on how to use the tools and materials produced or developed;
  • Disseminate the tools or materials with experential learning methodology to MAJu partners;
  • Train MAJu partners in using the tools and materials with experential learning methodology for target audiences;
  • Coordinate and cooperate closely with the MAJu team and MAJu partners in producing and disseminating the tools or materials.
Phase 3: Reporting Phase
  •  Monitor and evaluate the dissemination phase implemented by MAJu partners;
  •  Monitor and evaluate the implementation of communication strategy plan;
  •  Provide documentation set forth as deliverables or outputs by the MAJu team.

HOW TO APPLY

  • Applicants are required to submit a one-page Letter of Interest which states (a) why applicant is interested (b) brief information on relevant past experience, and point of contact (email address and phone number). Letter of Interest should be submitted to maju@tafindo.org email with subject line “Letter of Interest: MAJu Promotional Tools RFP 2019,” at the latest 1 July 2019 at 4pm Jakarta time.
  •  After submitting Letter of Interest, applicants will be invited to attend Bidder’s Conference on 3 July 2019.
  • The Foundation will only accept proposals submitted between 3 July and 14 July 2019, and only accepting submissions from applicants who submit a Letter of Interest and attend Bidder’s Conference.
