Scope of Work
Information Management Specialist
The USAID Jalin
Project (hereafter referred to as “Jalin” or the “Project”) is a five-year
initiative implemented by DAI Global, LLC and its consortium of partners –
IntraHealth, Vital Strategies, and Market Share Associates – to work with USAID to facilitate and support partnerships through a
co-creation process that brings together a diverse range of public and private
sector actors to leverage domestic resources, increase the pace at which
reliable local evidence is made widely available and utilized to design and
implement local maternal and newborn health solutions.
Jalin
will contribute to a maternal and newborn health movement in Indonesia that:
(a) brings together actors, including those traditionally outside the health
system, to use local evidence and global best practices to co-create, test and
adapt local solutions; (b) addresses evidence gaps by identifying where and why
maternal and newborn deaths are happening and uses that information to co-define
and create local solutions; (c) engages the public and private sectors to
co-finance scalable local solutions to support partnerships and ensure that the
poor and vulnerable have access to essential services; (d) catalyzes new and
existing partnerships, local solutions and co-investment through a
whole-of-market approach across the projects areas of technical focus; and (e)
fosters a culture of learning and adaptation.
Duties and Responsibilities
Under
the direction of the Monitoring, Evaluation, Learning and Adaptation Director
(MELA), the Information Management Specialist liaises with the Jakarta-based
and regional technical teams in the development and implementation of Jalin’s
information management system and program dashboard. The Specialist will
develop and roll out a fully functional management information system that
captures and manages program information as well as addressing compliance and
audit objectives. He/ she will need to work with technical teams at both the headquarters
(Jakarta) and regional levels to ensure information is properly entered and
quality standards are developed and maintained. The Specialist will also help
roll out and manage Jalin’s online dashboard. Specific duties include:
· Works
closely with the MELA Director and Monitoring and Evaluation Specialist to
drive forward the development of DAI’s Technical and Administrative Management
Information System (TAMIS) (phase 1);
· Leads
in the conceptualization and development of further phases of TAMIS with DAI’s
TAMIS administrator;
· Assists
the MELA Director in providing regular training and follow-up, particularly in
relation to TAMIS, to ensure all project staff clearly understand and are
committed to their roles in a well-functioning M&E system;
· Performs
regular system checks to ensure information is being properly documented and
entered into TAMIS thereby contributing to data quality;
· Supports
the integration of the Jalin performance management indicators into TAMIS;
· Work
with the MELA Director and M&E Specialist to develop an online Jalin dashboard
which draws, to some extent, on data stored in TAMIS;
· Ensures
that the dashboard is fully functional and presents accurate information about
Jalin;
· Supports
data analysis, synthesis and consolidation of indicator data for project
reporting;
· Supports
the MELA Director in the implementation of the project’s MELA plan;
· Assists
in the delivery or write up of contractual deliverables/ reports including
monthly reports to the Ministry of Health (MOH), quarterly reports to MOH and
USAID, as well as the Annual Reports to USAID;
· Any
other relevant duties as assigned by the MELA Director.
Essential
Qualifications:
· Master’s
degree in information management, public health, or other related field.
· Minimum
of 5 years of relevant experience in an information management capacity on
donor-funded projects.
· Demonstrated
expertise developing databases and data dashboards.
· Experience
with the PowerBI data analysis and visualization platforms very desirable
· Knowledge
of Microsoft Excel, Access, SPSS or other statistical software, EPI INFO and
mapping software such as Health mapper, ARCGIS preferred.
· Excellent
command of written and spoken English and ability to edit documents for clarity
and brevity.
· Experience
working with government, NGOs, donors, and other relevant MNH stakeholders
desirable.
· Ability
to work in complex environments with multiple tasks, competing priorities, and
short deadlines.
