Under contract to USAID Indonesia, MSI implements the
Indonesia Monitoring and Evaluation
Support Project (MESP), which improves the strategy, planning, implementation,
M&E, and knowledge management across USAID’s portfolio of programs in
Indonesia. MESP provides USAID and its implementing partners with a combination
of M&E implementation, technical assistance, training, and knowledge
sharing.
Project Summary
USAID/Indonesia is preparing to
develop a new Country Development Cooperation Strategy (CDCS) for FY 2019-2023.
Current CDCS covers four main sectors: Democracy,
Rights, & Governance (DRG), Education, Environment and Health. As
required by USAID policy, the development of the CDCS must be informed by a
gender analysis of the technical areas of the USAID’s portfolio. USAID has
tasked the MESP to conduct a country-level Gender Analysis in coordination with
USAID personnel. In addition, MESP will provide support to the Collaborating, Learning
and Adaptation (CLA) events addressing gender integration.
Position Summary
The senior gender specialist will have primary overall
responsibility for conducting the gender analysis using mainly desk review and
any relevant secondary data obtained. He/she
will perform meta-analysis of those documents and data, develop report, and
present findings to stakeholders. He/she will also work in collaboration with one
International Gender Adviser, USAID/Indonesia Gender Specialist , or other
relevant stakeholders.
Period of Performance
The Senior Gender Specialist is tentatively starting in June
up to October,31 2019.
Responsibilities:
1. Participate in the planning and coordination meetings with MESP and
USAID personnel.
2. Through MESP, to collaborate with the USAID/Indonesia Gender Specialist,
and other relevant stakeholders.
3. review relevant documents literature of gender analysis and data from
various sources including from: USAID and its implementing partners, other donor agencies, CSOs, Government of
Indonesia, and Academians.
4. Develop analytical framework, design/methodology, data collection
instruments, and workplan .
5. Collect primary and data.
6. Synthesize and analyze the collected data.
7. Produce presentation materials, draft and final report in coordination
with MSI Senior Gender Advisor.
8. Perform other relevant tasks as assigned by MESP and USAID personnel.
- Maintain proper research ethics throughout the implementation of the assessment.
- Coordinates and cooperates with MESP and USAID team personnel.
11. Build and maintain
clear communication and coordination with relevant stakeholders for the assessment.
Deliverables

Analytical
framework, research design/methodology, data collection instruments, and
workplan.

Metanalysis
results of desk review using both relevant secondary and primary data

Report
outlines
·
Presentation
materials.

Draft
report of Gender Analysis.

report of Gender Analysis.
Qualifications:
·
Post-graduate
degree in a relevant social science, preferably in gender/women studies,
sociology, or public policy.
·
Demonstrated
record of work on gender analysis or assessment, women’s rights, gender audits,
and advocacy for gender-sensitive policies in Indonesia, covering national and
subnational levels.
·
Expertise
in one or more of the core technical areas of the USAID/Indonesia portfolio:
DRG, Economic Growth, Education, Environment, and/or Health.
·
Familiarity
with USAID’s Gender Equality and Female Empowerment Policy, program cycle, ADS
Chapter 205 regulations on gender integration, and USAID-required gender
indicators.
·
Excellent
English writing and editing skills and communication/interview skills for the
presentation and stakeholder discussions, as well as an ability to take
information from a wide variety of sources and draft clear, succinct,
high-level analysis and reports for general dissemination.
