Project background
Health
Policy Plus (HP+) is a five-year project funded by the U.S. Agency for
International Development (USAID) and implemented by a consortium of
partners, led by Palladium. The project’s
HIV activities are supported by the U.S. President’s Emergency Plan for
AIDS Relief (PEPFAR). Globally, HP+ works to strengthen and advance
health policy to improve the enabling environment for equitable and
sustainable health services, supplies, and delivery
systems in the areas of family planning and reproductive health, HIV,
and maternal health.
In
Indonesia, HP+ works to generate evidence for policymakers and
development partners, and develop capacity of the Government of
Indonesia to sustainably finance and equitably provide
healthcare services. The Government of Indonesia is committed to the
achievement of universal coverage of its national health insurance,
Jaminan Kesehatan Nasional (JKN), and policy makers must align
its programs with JKN funding to reduce duplication, improve efficiency,
and ensure sustainability and quality of essential health services,
notably maternal and neonatal health (MNH) and
HIV. With JKN in implementation for close to 5 years with continually
increasing costs, there is growing interest in strategically purchasing
services and products though the scheme. With a vibrant private health
sector, public-private partnerships are progressively
being seen as a way to ensure high quality, affordable products are
procured and services are provided through the private sector. To enable
evidence-based decision making, policy makers and key stakeholders
require data; while the institutions exist with
a mandate to generate and analyze data, these institutions lack the
full capacity to draw out the health, financial, and policy insights
from it.
To this end, HP+ Indonesia is pursuing the following objectives:
- Build the Government of Indonesia’s capacity to analyze data and contribute evidence for improved policy and programming
- Support government in sustainable financing of essential health services
- Establish partnerships with private sector for health
Position Summary
Ensuring
the technical assistance provided by HP+ is sustained, impactful, and
scalable is critical to the Project objective to support Indonesia’s
journey to self-reliance. To this end,
HP+ Indonesia is seeking a Technical Advisor for Capacity Development,
Learning, and Scaling, based in Jakarta, Indonesia. S/he will be a part
of a team supporting the design, implementation, monitoring and
documentation of HP+ Indonesia capacity development
objectives that contribute to sustainable and adaptive local solutions.
This includes working with Jakarta-based project staff and a broad
range of Government of Indonesia stakeholders to assess, implement, and
document achievement in policy, advocacy, finance,
and governance results.
These
HP+ Indonesia goals and objectives will only be met by catalyzing
scaled and sustained local capacity development approaches.
Specifically, the Technical Advisor will work closely
with other team members to ensure high-quality capacity strengthening
approaches are implemented, learning materials are shared across the
project, and performance improvement is documented, summarized, and
disseminated through HP+ communications and other
channels.
Responsibilities
require familiarity with USAID/Indonesia health initiatives, the tenets
and metrics of USAID's Journey to Self-Reliance, the latest USAID
guidance on Capacity Development
2.0, and PEPFAR's Local Partners initiative. The position requires
growing experience in providing technical assistance to design and
implement country-level capacity development efforts. It is expected
that the Technical Advisor will design and implement
highly successful strategies to bring about systems-level change and
improved health outcomes, and importantly, to transition these
strategies to local stakeholders at individual, organizational, and
inter-organizational levels.
This
position is a full-time position based in Jakarta, Indonesia. S/he will
be supervised by the HP+ Indonesia Chief of Party and will work closely
with both Jakarta- and DC-based technical
staff in executing project assignments.
Key Responsibilities
- Provide technical input and offer innovative approaches to HP+ Indonesia activity design and implementation, with a focus on: 1) the decentralized nature of the Indonesian health sector, 2) individual and institutional capacity development for policy, advocacy, finance, and governance efforts that promote local sustainability, and 3) eventual transition away from donor support.
- Design, adapt, and facilitate technical and organizational capacity assessments and support partner organizations to create and drive capacity strengthening and performance improvement plans.
- Support the development, adaptation, implementation, and eventual scaling of effective, innovative capacity strengthening approaches, tools, and methodologies.
- Work with HP+ Indonesia technical colleagues to develop and execute high-quality approaches to decentralized capacity building including coaching; facilitation skills; blended / distance / web-based learning platforms; process co-creation, seconding, twinning; collaboration, learning, and adaptation (CLA) best practices; network analysis and strengthening.
- Organize and support, as needed, project/program trainings, conferences, workshops, and meetings.
- Foster state-of-the-art capacity development know-how and best practices among field program team.
- Ensure capacity development approaches lead to performance change; troubleshoot and advise or guide, when necessary, on adaptations to ensure project delivery goals are met with high-quality and in a timely manner.
- Interact with internal and external resources and other experts to bring new and "cutting edge" ideas into project approaches.
- Manage, implement, and document project activities through writing project reports, reporting results achieved, and presenting outcomes and lessons learned through participation in online, social media, and international conferences and meetings.
- Other duties as assigned by the Chief of Party.
Preferred Qualifications
- Advanced degree in a relevant discipline or equivalent with 10+ years of experience in public health program management, health governance, health economics, health financing, policy formulation, donor transition and sustainability, or other fields related to international health programs are required, with demonstrable increase in responsibility and leadership
- Thorough understanding of health systems overall, and specifically the Indonesian health system, as well as national and local government functions, including the actors and mechanisms of decentralized decision making.
- Deep knowledge of best practices in sustainable capacity development design, methods, performance measurement in public, private, and not-for-profit entities.
- Experience gathering lessons learned and best practices to inform program improvements, adaptation, and scaling. Knowledge of collaborating, learning, and adapting (CLA) principles beneficial.
- Knowledge and skills in political economy analysis preferred, to ensure the right individuals or constellation of individuals are those that in fact require HP+ TA in these areas.
- Excellent people skills with the ability to develop others and to impart knowledge and experience in an accessible, clear, and respectful manner according to the stakeholder needs.
- Demonstrated experience managing projects or programs and teams, while achieving results as specified in a workplan or scope of work.
- Proactive and independent thinker with attention to detail; able to effectively and efficiently perform multiple tasks, anticipating and responding/ adapting quickly to changing requirements, and balance competing priorities often within a required timeframe.
- Effective written and oral communication skills; must be fluent in Bahasa; ability to speak, write and read English is required.
- Willingness and interest in travelling domestically up to 30%.
- Experience working on USAID-funded projects is highly desired.
- Proficient in the use of desktop software, esp. Microsoft Office.
