Project
Summary:
USAID
CEGAH is a five-year anti-corruption program dedicated to strengthening
Indonesia’s community of accountability. The program includes components on strengthening
the rule of law, accountability and anti-corruption, public service integrity,
access to information and strengthening civil society. Currently, in its fourth
year, the project is implemented by MSI.
Background:
As an external oversight agency, the Ombudsman
of the Republic Indonesia (ORI) is tasked to oversee the public service delivery
of government agencies as well as handling public complaints which are not
resolved by the respective agencies. According to ORI Regulation No. 37 of 2008,
as part of its oversight task, ORI must undertake prevention measures to
restrain agencies from maladministration practices in public service delivery.
This mandate has been strengthened through ORI Regulation No. 41 of 2019 on”
Procedures for Maladministration Prevention of Public Services.” The regulation
contains rules for all prevention activities (detection, analysis, and treatment
as well as recommendations). A recent audit conducted by the Supreme Audit
Agency (BPK) on ORI also resulted in a recommendation to develop a maladministration
prevention system.
With the existing Sistem Pengelolaan
Pengaduan Pelayanan Publik Nasional (SP4N-LAPOR!), an integrated nationwide
complaint channel for public services, receiving hundreds of complaints related
to public service delivery on a daily basis, ORI is aware that LAPOR! could
serve as an important source of data on the performance of agencies in
providing public services. This data can be valuable for ORI to help determine
patterns of problems in the quality of public service delivery, types of
maladministration practices, and the performance of agencies in handling
complaints. All this research will enable ORI to plan and manage their
prevention efforts better.
Therefore, ORI needs information technology (IT)
instrument to support the implementation of maladministration prevention
activities. Specifically, ORI aims to create an ‘Information System to Manage
the Maladministration Prevention’. This system is expected to facilitate planning
and monitoring activities at every stage and measure the performance of
maladministration prevention by accessing LAPOR! data as the source of
information.
In this regard, USAID CEGAH seeks to appoint a
consultant to analyze and design the Information System (IS). The consultant
will assist in developing a design document and conducting an analysis of the system.
Based on the approved design, ORI will further develop the IS with its own
budget.
Position Summary:
This
position will be held
by an experienced information system and design analyst. The consultant
will work to create a system design document. This work requires
coordination with ORI’s team to implement the program as detailed in
this Terms
of Reference (ToR).
Objective:
In coordination with ORI and
USAID CEGAH, the consultant will analyze and design the IS as well as design
the system interface, including the interface workflow.
Responsibility:
1. Three (3) days:
·
Conduct an initial meeting with ORI and USAID CEGAH;
·
Learn ORI’s documents/policies/procedures on maladministration
prevention as well as LAPOR! data;
·
Develop an initial system specification and design of the Information System to Manage the Maladministration Prevention, to be presented to ORI and USAID CEGAH; and
·
Create a work plan for system design analysis.
2. Twenty (25) days:
Based on the approved design, develop the system design by, at
least, covering the following areas:
1. Aspects of system design
·
Valuable outputs and inputs for users (hardware, software, Unified
Modeling Language (UML) design, and data requirements);
·
System infrastructure and its business process;
·
Control features for decision-makers;
·
Feedback features for monitoring and evaluation (M&E); and
·
Boundaries (components, processes, and interrelationship of the
system)
2. Aspects of interface design
·
Input controls (buttons,
text fields, checkboxes, radio buttons, dropdown lists, list boxes, toggles,
date field);
·
Navigation components
(slider, search field, pagination, slider, tags, icons); and
·
Informational
components (tooltips, icons, progress bar, notifications, message boxes, modal
windows).
3. Seven (7) days:
In Close coordination with ORI, the consultant must:
·
Create the system design and analysis document;
·
Create the interface design prototype;
·
Present the draft of the documentation and interface design to ORI
and gather feedback;
·
Revise the document and the interface based on the feedback; and
·
Finalize the document and the interface design
Deliverables:
1.
Workplan, approved by ORI and USAID CEGAH;
2.
Draft of the system design and analysis document, approved by ORI
and USAID CEGAH;
3.
Interface design prototype, approved by ORI and USAID CEGAH; and
4.
The final version of system design and analysis document and
interface design approved by ORI and USAID CEGAH.
General Provisions and Limitations:
·
It is strongly required that the consultant give
regular updates to USAID CEGAH during the development progress;
·
All final decisions related to this project will be
made by USAID CEGAH; and
·
Any
communication with USAID is the authority of the Chief of Party (COP) and
MSI/HQ responsible and authorized personnel.
Qualifications:
- Professional experience in system information design at least five years’ experience in information system analysis and design;
- Advanced skills in interface design;
- Demonstrated experience in analyzing, designing, and developing information system applications;
- Familiarity with public services and e-governance;
- Prior experience working with government clients is preferred; and
- Strong management skills and an ability to work with a team and/or independently with minimal supervision.
