Introduction:
Headquartered
in Seoul, The Global Green Growth Institute (GGGI) is an
intergovernmental organization founded to support and promote a model of
economic growth
known as "green growth", which targets key aspects of economic
performance such a poverty reduction, job creation, social inclusion,
and environmental sustainability. GGGI works with countries around the
world, building their capacity and working collaboratively
on green growth policies that can impact the lives of millions. The
organization partners with countries, multilateral institutions,
government bodies, and private sector to help build economies that grow
strongly and are more efficient and sustainable in
the use of natural resources, less carbon intensive, and more resilient
to climate change.
GGGI
has a diverse portfolio of programs in developing countries around the
world. These in-country programs, together with global products and
services, focus
on delivering results through an integrated approach of evidence-based
green growth planning and implementation aligned to countries’
development priorities. The organization also focuses on knowledge
development and management activities which build a strong
theoretical and empirical basis for green growth, while providing
concrete options and guidance for policymakers; as well as building the
conditions for public and private green infrastructure investments.
GGGI
is supporting the Government of Indonesia in three focal areas: energy,
infrastructure projects within special economic zones, and forest and
land-based
mitigation projects. The Program, known as the 'GoI-GGGI Green Growth
Program' (GGP), aims to demonstrate that green investments is possible
and can become the norm both for investors and for planners, ultimately
improving the quality of growth and development.
Through the Program, GGGI collaborates with BAPPENAS, the Coordinating
Ministry of Economic Affairs, Ministry of Finance, Ministry of Energy
and Mineral Resources, Ministry of Environment and Forestry, and PT
Sarana Multi Infrastruktur (“PT SMI”).
The
Green Climate Fund (GCF) is a financing mechanism of the United Nations
Framework Convention on Climate Change (UNFCCC) and is specifically
established
to provide (financial) support so that countries like Indonesia can
reach its emission reduction targets. The GCF can provide (financial)
support to Indonesia by channeling funds to green projects and
programmes. Such projects can be designed and submitted
to the GCF through both domestic and international accredited entities
as well as private sector – if such projects are in line with the
country strategy and legislation. The main communication channel between
the GCF and countries is the nationally appointed
National Designated Authority (NDA), which is hosted by the Fiscal
Policy Agency (FPA) of the Ministry of Finance in Indonesia.
In
efforts to expand the country’s climate change project pipeline, the
FPA as the GCF NDA led a Call for Project Concept Notes/PCN (“the Call”)
from August
to October 2019. The Call for PCN invited all stakeholders to submit
PCNs on potential programs/projects of the agency/organization/
As
a result, there are concept notes that have received a positive
response from an AEs. However, these concept notes still require
strengthening in order
to meet the GCF quality requirements.

Objectives/Purpose of the Assignment:
As
part of Readiness and Preparatory Support Programme (“Readiness
Project”), GCF provides support to enhance access to climate finance for
climate projects
in Indonesia through GCF in accordance to national priorities. This
support is available to improve Indonesia’s project pipeline while
ensuring successful implementation of a country-driven approach as a
core principle of the GCF business model.
GGGI
as the delivery partner for this Readiness Project, is looking for a
Consultant to support the writing of the GCF Concept Note for a wetland
management
project in Berbak landscape, Jambi. The project proponent is the
Zoological Society of London (ZSL). The Accredited Entity potentially
submitting the project concept note is International Union for
Conservation of Nature (IUCN). Project options should be
aligned with the Government of Indonesia’s strategies related to forest
management, wetlands and peatland restoration, as well as climate
change mitigation and adaptation priorities.

Scope of Work:
The Global Green Growth Institute (GGGI) requires the services of a qualified expert to support writing the Berbak Wetlands
GCF Concept Note (hereafter referred to as “the Consultant”).
The
Berbak Wetlands project concept note is based on project received by
the NDA through the Call, which needs to be improved
with further analysis by the Consultant. When available, existing
studies and other data will be provided by the AE of the project
proponent.
In performing his/her tasks, the Consultant will work closely with the NDA, the Readiness Project team, project proponent,
and IUCN as the AE. We foresee all works will be performed virtually due to COVID-19 pandemic.
Roles and Responsibilities:
The Consultant will be responsible for the following tasks and duties:
1.
In close coordination with the
Zoological Society of London and IUCN,
conduct
technical research and analysis to provide additional information about
project components and all technical sections, particularly on climate
rationale
and 6 GCF investment criteria of impact potential; paradigm shift potential; sustainable development; country needs; country ownership and cost-effectiveness.
2.
Calculate
emissions from BAU and possible reductions resulting from the project
using the same method approved by the Indonesian Ministry
of Environment and Forestry.
3.
Strengthen (or re-write) the exiting CN. The CN should, at minimum, have below qualities:

Provide recommendations/roadmap on follow-up study to support implementation of the Berbak wetlands project
5.
Prepare quality presentations in relation to the project concept note.
6.
Develop and maintain active coordination, on a day-to-day basis, with GGGI, the AE, project owner, and the NDA.
Note:
The consultant/expert is to provide his/her own equipment to produce all deliverables.
