Background

by European Union, Hivos and co-beneficiaries Forum Komunikasaun Ba
Feto Timor-Leste (FOKUPERS) & Assosiasaun Chega! Ba Ita (ACbit) is
conducting a 30-month program in Timor-Leste with the overall objective
of promoting social inclusion and economic development for women
survivors and victims of violence in Timor-Leste. Timor-Leste has
reported some of the highest rates of violence against women of any
country, with domestic violence being the most common form. Timorese
women that are survivors and victims of violence face problems with
their mental and physical well-being. Some are not even able to seek
support from their families and their communities due to the social
stigma and exclusion that arise from being a victim of sexual abuse and
domestic violence. And often times, women victims are forced to fend for
themselves. Survivors require a range of social services and support
structures in order to successfully reintegrate them to the community.
Civil society organizations have been working alongside the Government
of Timor-Leste, to assist survivors on prevention, access to justice,
and advocacy. Under the leadership of the Secretary of State for the
Support and Socio-Economic Promotion of Women, the second National
Action Plan on Gender-Based Violence (2017-2021) was developed as a
guide to prevent and respond to GBV in Timor-Leste.
This project
was designed to complement ongoing initiatives by the government and
CSOs under the pillars of: prevention, service provision, access to
justice, and monitoring and coordination. Together with co-beneficiaries
Fokupers and ACbit, this project seeks to strengthen local NGOS and
community organizations in the provision of support for women survivors
and victims of violence in order to promote reintegration and access to
economic development. Survivors will be expected to participate in
income generating activities and vocational and life skills training.
Survivors will be given opportunities to connect and potentially
collaborate with the private sector and key stakeholders from the
national government in order to advocate for inclusion and economic
independence. The action is focused on seven target districts: Ainaro,
Baucau, Dili, Ermera, Liquicia, Manufahi and Oecusse. These districts
were selected because they are home to significant communities of
survivors and victims of violence where our co-beneficiaries work.
Hivos and its partner have designed three mutually supporting outcomes to contribute to the program objectives, as follows:

Outcome I: Women survivors and victims of conflict and GBV access
technical and management training and support to develop their
enterprise activities. We will support women survivors and victims to
access technical and management training and support to develop their
individual and group enterprise activities.
• Outcome II: Women
survivors and victims of GBV receive support for reintegration through
the provision of life skills and vocational training and employment
opportunities. We will support the reintegration of women victims of GBV
by providing life skills and vocational training and employment
opportunities for women living in shelters.
• Outcome III:
Increased recognition and support for the reintegration and social
inclusion of women victims and survivors of violence. We seek increased
recognition and support for the reintegration and social inclusion of
women survivors and victims of violence at both the community level and
among key stakeholders in government, businesses, and civil society.
The
intervention logic centres on the need to develop targeted support for
survivors and victims of violence in both communities and shelters, in
order to promote their reintegration and economic development.
Objective
A consultant or a team of consultants are needed to develop several documents prior to the actual commencement of activities.
The main objective of this assignment:
- To produce rapid assessments and market scans for women’s micro-enterprise activities in Timor-Leste.
Scope of work
-
One rapid assessment and market scan will be developed for each of the
seven targeted districts and one for the national level as an important
factor in determining the needs for women microenterprise activities for
future trainings to be conducted as part of the project.
- At least
100 women from each district will be the respondents for the rapid
assessment. Consultant will receive support from FOKUPERS and ACbit in
collecting information from the field.
- The market scan for each
district will include the number of active and non-active women
participating in micro-enterprise activities, an assessment of the local
communities in which the targeted women live, including resources and
infrastructure at the local level, an assessment of current
micro-enterprise activities, market demands and opportunities,
production technology requirements, and needs for licenses and permits.

Following the rapid assessment, existing microenterprise activities
will be sorted accordingly (by size, type of operation, and sector). The
market scan will also serve as a reference point or initial database
vital to the start of the project.
- The maximum duration to conduct this is 20 working days.
- Final data validation workshop will be facilitated and covered by Hivos
Expected output:
- The final development of Methodology and Design (in English)
- Rapid Assessment and Market Scan Report (in English)
Budget:
The
chosen consultant is expected to submit a budget along with their
proposal that will cover the entirety of this consultancy contract
(Total maximum of 20 working days). The budget proposed must not exceed
EUR 4,750. This budget should be all-inclusive and include all expenses
including the consultant’s honor fee(s) and other logistical
expenditures such as travel expenses, mobile phone data coverage.
Qualifications and Experiences :
•
An individual/team based in Timor Leste with a minimum of 5 years of
professional experience in research/study design, conducting qualitative
and quantitative research and data analysis, and developing structured
and cohesive articles/reports/documents;
• Knowledge in business,
markets, and micro-enterprise landscape, especially in rural areas with
good program design skills, including capacity to prepare logical,
coherent and consistent documents. A candidate with a background or
understanding gender and human rights issues will be preferred;
• Familiarity with ILO’s Training for Rural Economic Empowerment (TREE) methodology
• Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework;
• Ability to work rapidly, both in person and remotely, with team members in various locations;
• Ability to travel and work in community-settings.
