WRI Indonesia is looking for Consultant as Server and Network Management Officer


Program Overview
According to the Indonesia’s Ministry of Environment and Forestry, Indonesia emitted approximately 800 million-1,1 billion metric tons of carbon dioxide equivalent (Mt CO2eq) emissions due to huge forests and land fires in 2015. These fires are largely caused by extensive peat soil drainage and excessive peat conversion to other land uses, mainly to palm oil plantations.


As a preventive measure of fires and haze, President Joko Widodo formed the Peatland Restoration Agency (Badan Restorasi Gambut/BRG), an agency that is mandated to restore 2,6 million hectares of peat by 2020. This work entails, for example, mapping fire-prone provinces, raising peatland water tables, revegetating degraded peatland, creating alternative livelihoods for local communities, and investigating alternative crops for peatland.

WRI Indonesia supports the Peat Restoration Agency (BRG) to achieve its restoration targets to significantly reduce carbon emissions by developing a transparent and effective monitoring and reporting system for peatland restoration activities and peat emission with several outputs:
·         Assisting BRG to develop a restoration monitoring platform (PRIMS) to monitor BRG’s restoration activities and avoided emission from restoration activities.
·         Other monitoring mechanism/platform that will be linked to PRIMS: The sub-national monitoring mechanism/platform, KLHK’s national MRV system, development partners monitoring mechanism/platform and others.

The Server Management Officer will be seconded under the PRIMS unit in BRG Jakarta office. The Server Management Officer will report to both the head of the PRIMS unit and to PRIMS platform manager. The Server Management Officer is required to attend a weekly coordination with the PRIMS project manager and the GFW lead.

Job Responsibilities
The Server & Network Management Officer is tasked to manage all PRIMS servers and network in BRG and other premises. The Server & Network Management Officer is also responsible in conducting periodical backup and update for all PRIMS servers and network. The Server & Network Management Officer needs to execute the Service Level of Agreement (SLA) procedure inside BRG to ensure the availability of PRIMS services. Whenever PRIMS platform facing problems, the Server & Network Management Officer has to troubleshoot and create the Root Cause Analysis (RCA) report which contains : problems, impacted systems and detail solution taken. He/she has to give suggestions and inputs related to server & network management in BRG.

Below is the breakdown of the responsibilities of the Server & Network Management Officer:
Technical Works (100%):
·         Conduct periodical backup for all PRIMS servers & network configurations
·         Apply patches and updates for all PRIMS servers and applications
·         Perform health check monitoring for all PRIMS environment
·         Execute Service Level of Agreement (SLA) inside BRG to ensure PRIMS availability
·         Troubleshoot problems and create Root Cause Analysis (RCA) which contains : problems, impacted systems and detail solution taken.
·         Provide inputs and suggestions related to server & network management in BRG
·         Coordinate with other BRG IT teams in day-to-day basis

Deliverables
Expected deliverables by end of contract period:
1.     Produce a document of BRG’ network and server infrastructure including virtual and physical server complete with its function, OS, capacity and common problems
2.     Produce the most effective and accountable procedure for network monitoring and data backup
3.     Report on available technology and method on managing UNIX based server

Job Qualifications
·         Has thorough knowledge of UNIX based operating system
·         Has experience in managing web servers : Apache, NGINX, Tomcat, Jetty
·         Has solid understanding regarding firewall, network architecture and network configurations
·         Having experience in managing Geoserver is additional
·         Having an understanding of network security is additional
·         Has experience in managing database servers : MySQL, PostgreSQL, Maria DB
·         Having experience in managing non relational database is additional
·         Able to work in team to solve problems and communicate results in written and verbal
·         Self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.

Period of Work
The works will be conducting within 6 (six) months with possible extension depends on the working progress and performance evaluation.
 
Final candidates might be required to take a writing test and to produce two writing samples when needed.
Consultant rate: Consultant rate is commensurate with experience and skills.
