The
USAID-funded project, Linkages Across the Continuum of HIV Services for Key
Populations Affected by HIV (LINKAGES), under the President's Emergency Plan
for AIDS Relief (PEPFAR) program is implemented by FHI 360 in partnership with
Pact, IntraHealth International and the University of North Carolina at Chapel
Hill, and conducts a range of activities to reduce HIV transmission among key
populations (KP) — sex workers, men who have sex with men, transgender persons
and people who inject drugs — and improve their enrollment and retention in
care and treatment across the HIV cascade. LINKAGES will accelerate the ability
of governments, key population leaders, organizations working with key
populations, and private-sector providers to plan and implement services that
reduce HIV transmission among key populations and their sexual partners and
extend the lives of those already living with HIV
Over
the course of the program, LINKAGES will engage a variety of consultants, special
experts, health care workers in Puskesmas and hospitals, provincial and
district health offices to amplify local capacity for long-term sustainability
and country ownership of COVID-19 programming. LINKAGES Indonesia broad vision
is to become known, reliable and professional technical assistance provider at provincial
and district level (Jakarta and Greater Jakarta) as well as at site level. In
order to do that LINKAGES Indonesia is planned to have strong branding and
marking and ensure all branding and marking activities and materials are in
line with USAID branding and marking policy and FHI 360 internal policy.
The
consultant will work under supervision of the Associate Director-Technical and guidance
from the Chief of Party. His/her task will be managing various direct
activities as well as technical assistance activities including planning
activities, monitoring and measuring the program results, reporting, tools
development, coordination and communication activities. To conduct all these
tasks, she/he will be assisted by other LINKAGES core staff (M&E Unit
staff, Clinical Services Unit staff, Community-Based Services Unit staff).
Specific activities may include:
1. Strengthen the COVID-19 contact
tracing, referral and response system in Jakarta and Greater Jakarta.
2.
Strengthen
the COVID-19 recording and reporting system in Jakarta.
3.
Offer
emergency assistance to key or priority populations to ensure continuity of
HIV/TB treatment and/or to offset economic ramifications of COVID-19.
4.
Expedite
COVID-19 diagnostic (PCR) testing through enhanced laboratory analysis
resources.
5. Perform other duties as assigned

· Systematize COVID-19 screening and contact tracing
standard operating procedures at facility levels;
· Support referral processes for COVID-19 confirmed
cases;
· Provide coordination and transportation assistance
to augment COVID-19 swab sampling and mobile rapid testing services;
· Support alternative isolation
structures if identified by the PHO/GOI, with TA focused on
organization, patient flow, screening processes, referrals for severe or
worsening cases, and application of release criteria;
· Strengthen monitoring structures by placing two
additional data management specialists at each participating district health
office; and
· Support agile data management systems that
facilitate real-time electronic transmission of case data for public health
actions.

Strengthen

Development of standard operating procedures for COVID-19 data input,
cleaning/de-duplication, analysis and visualization;
·
Setting up of standard UICs for backlog data processing;
·
Support to the PHO to develop, issue and operationalize a COVID-19 data
recording and processing circular; and
·
Ongoing capacity development and mentoring assistance to COVID-19 data
recording and recording personnel.

Offer

Introduce the Jak-Support
recovery and resilience emergency fund for marginalized key and priority populations
that are unable to access support through government programs such as the Family
Hope Program, Pre-Work Card and Basic Needs Card.
