DRR-CEF Project implementing in West Java

1. DESCRIPTION / BACKGROUND OF PROGRAM

Yayasan Sayangi Tunas Cilis partner of Save the Children has been implementing a DRR (Disaster Risk Reduction)  project funded by Children Emergency Fund/CEF. The project is building preparedness and resilience through Education and Child Protection in Emergency. This project aims  to increase resilience and strengthen preparedness of primary schools and communities in the most-prone-to-disaster-districts in West Java, namely Tasikmalaya, West Bandung and Bandung districts. The interventions will be conducted through strengthening capacity and improving preparedness plans at school as well as in communities and strengthening the capability of key district government actors in Education, Social Affairs, Religious Affairs on Education and Child Protection in emergencies. This project will also strengthen the role of BPBD at the provincial and district levels and continue to sensitize and roll out the Child Protection Minimum Standards in Humanitarian Interventions (CPMS) to Academics/University, CSOs and youth groups. Teachers and students will be both the main beneficiaries as well as the agents of change.

Corona virus pandemi  was reported to have spread to Indonesia on 2 March 2020. By 9 April, the pandemic had spread to all provinces. So far, Indonesia has reported 8.882 cases which is 1.107 recovered, while 743 deaths. Goverment of Indonesia also has declared the outbreak COVID-19 a national disaster. Responding on that situation, Yayasan Sayangi Tunas Cilik also has shifted the development program into sensitive COVID-19 respond, while also developed a national response plan to COVID-19. As part of the development program to increase the preparedness and resiliency, DRR-CEF project is adapting the program implementation to COVID-19 sensitive. The team brought some remain project’s activities within 5 months left period to increase the resiliency of participating schools and also to contribute into COVID-19 response, particular in the education and child protection’s both in the provincial and district’s level.

2. Objectives of Consultancy

The consultants will be required to work on lead process on a) support school to develop/adapts the SoP of COVID-19 emergency respond and contigency plan in Tasikmalaya and Kab.Bandung (7 schools), b) monitor of distance learning programs in the participating schools in Tasikmalaya and Kab.Bandung districts to ensure that all children learn during emergency of COVID-19, c) conduct and facilitate preparation of back to school campaigns (in 11 participating schools), d) continue advocacy efforts for establishing Safe School secretariat and functioning it as education post/cluster in the COVID-19 emergency response in the Tasikmalaya’s district level, e) provide technical support education cluster to develop/adapt SoP and contigency plan of education  in the Tasikmalaya district level in the period of COVID-19 emergency response, and f) in collaboration with Safe School Secretariat in the Tasikmalaya District to conduct advocacy and campaign on Education and Child Protection.

3. The Consultant has agreed to:

·       Conduct online meeting at least one a month  to support school to develop/adapts the SoP of COVID-19 emergency respond and contigency plan in Tasikmalaya and Kab.Bandung (7 schools) ·       Conduct online monitoring of distance learning programs at least one a month to participating schools in Tasikmalaya and Bandung districts (7 schools) to ensure that all children learn during emergency of COVID-19. ·       Ensure the provision and distribution of hygiene and sanitation kits/equipement to the schools and/or behaviour change communication materials on hygiene promotion (particularly in 11  schools in the three district) as part of preparation of back to school campaign ·       Continue advocacy efforts for establishing Safe School secretariat and functioning it as education post/cluster in the COVID-19 emergency response in the Tasikmalaya’s district level by conducting online coordination meeting at least once a month. ·       Provide support and ensure the development of SoP and contigency plan of education  in the Tasikmalaya district level in the period of COVID-19 emergency response ·       Conduct at least two campaign activities on education and child Protection in emergency in collaboration Safe School Secretariat in the Tasikmalaya District. ·       Assist the DRR Coordinator to prepare the ToT on Safe School by actively involve in the development of training syllabus, develop criteria nd  list of the participant and co-facilitate the training’s process. ·       Liase with participating schools, stakeholders and partners in the Tasikmalaya district to support and assist the DRR project coordinator in implementing project’activities.

4. Deliverables ·       Soft copy of SoP of COVID-19 emergency respond and contigency plan in from 7 participating schools Tasikmalaya and Kab.Bandung ·       Monthly report which consist with attachement of monitoring report, online meeting report, good’s distribution report, and/or advocacy report (if any) ·       Deliver of project activitiy’s plan as agreed which has been reported into monthly report including photos.  Deliverable should be sent to and approve by <Agnes Widyastuti> as <DRR Program Coordinator> monthly at the latest every 27th.

5. Time frame:

 The consultancy work will last from 25 June to 27 September 2020
