Vacancy at Conservation International Indonesia: INDONESIA CLIMATE POLICY LEAD (ICPL)

INDONESIA CLIMATE POLICY LEAD (ICPL) 

Indonesia is home to Southeast Asia’s largest primary forests and peatlands and has been identified as one of the world’s greatest biodiversity resources. Indonesia’s forests has a critical role in reducing greenhouse gas (GHG) emissions as an estimated 63 percent of Indonesia’s GHG emissions stem from land use change, deforestation, and forest and peat land fires.

In partnership with Government of Indonesia (GoI), Conservation International (CI) intends to support a paradigm shift to support global efforts to reduce emissions by 5GT. Indonesia’s sustainable development vision is reflected in its proposed Nationally Determined Contributions (NDCs) to lower GHG emissions and improve climate resilience for people and biodiversity.

The partnership envisions a successful model for sustainable development at the province level, with a focus on North Sumatra, West Java, Bali and West Papua. These provinces have vastly different economic development stages, deforestation and land use profiles. CI’s efforts on the ground include support for government agencies involved in conservation, land management, sustainable forest-based economy, and community livelihoods. In order to ensure successful implementation and finance for efforts on the ground, CI also works in close partnership with various ministries at the national level.

CI is looking for an enthusiastic candidate to work closely with national government agencies to implement national action plans (for climate change mitigation/adaptation), design nesting arrangements including allocation of the Forest Reference Emission Level (FREL) to ensure effective nesting of efforts at province and site level, ensure benefit sharing mechanisms are equitable and operationalize better systems for Measurement, Reporting and Verification (MRV).

The successful candidate will work closely with mainly stakeholders at the national level and engage with sub-national government and coordinate with CI colleagues across the organization. This person will be responsible for establishing constructive relationships with government, other NGOs and the private sector to support alignment objectives to finance carbon initiatives in the forest and land use sector. The position will be based in Jakarta and may require travel to CI-I working sites and possibly globally.

KEY RESPONSIBILITIES
1. Technical and Policy Supports
  • Support integration of nature-based solutions into planning frameworks to mitigate and adapt to climate change impacts. Where needed, work with relevant agencies and other stakeholders to update the national and subnational action plans for climate change mitigation and adaptation.
  • Support the design of nesting arrangements, including revision and allocation of the Forest Reference Emission Level (FREL) and alignment of data and methodologies for carbon accounting and safeguard information at different scales, to support integration of subnational efforts (at province and site level) into the national commitments. Work closely with the stakeholders at the province and Ministry of Environment and Forestry (MEF) to integrate standalone REDD+ projects into national and subnational mitigation programs to incentivize local conservation and reforestation efforts.
  • Work with MEF to operationalize MRV systems through transparency, precision and alignment with UNFCCC frameworks to provide information about emission sources, track progress towards climate change-related targets and steer mitigation actions so that the targets can be achieved. Also, ensure MRV systems include high carbon ecosystems such as peat and mangroves, in addition to other ecosystems.
  • Work with government agencies to ensure that the legal and policy framework for REDD+ and nesting enables carbon rights, carbon finance mechanisms and benefit sharing that are grounded in national and jurisdictional legal context around land rights and equitable benefit sharing, including between national and subnational levels, and among government, private sector, smallholders, indigenous communities and others stakeholders.
  • Facilitate the development of carbon asset portfolios in the priority landscapes including North Sumatera and West Papua. 
2. Stakeholder Liaison and Government Engagement
  • Coordinate with National agencies, stakeholder forums and other platforms to improve national and subnational systems for benefit sharing and reduce barriers for carbon finance for nature-based solutions.
  • Work with CI personnel to identify appropriate materials and mechanisms to support improved reporting and communications.
  • Produce technical material for infographic and presentation deck for support CI communication and outreach.

QUALIFICATIONS
  • A degree in economic development, finance, with a minimum 5+ years of professional experience. Fresh graduate of master and doctoral degree fresh graduate majoring in economic development, environmental economics, are welcomed to apply;
  • Ability to work effectively in cross-cultural situations with a wide range of people in both the public and private sectors, including business, government, non-governmental organizations, donor organizations, local communities, consultants and volunteers;
  • Knowledge and background in the customs and government organizations of Indonesia;
  • Proven track record in writing/editing
  • Willingness to travel and work long hours, including work in arduous field conditions, often to remote areas and work weekends and after hours as needed;
  • Proven record of success as part of interdisciplinary project teams;
  • Good communication skills and develop network;
  • An advance in English (Speaking, Reading and Writing);
  • Computer literate in words, graphic software, excel, and statistical software.
