seeking services of an experienced consultant to carry out the final project
evaluation as summarize below.

Background
Yayasan ADRA Indonesia is an Agency of
the Seventh-day Adventist Church. The mission of the agency is to serve humanity so all may
live as God intended. ADRA Indonesia has
operated in Central Sulawesi since the second day after the disaster hit and established
the Emergency Response Team. In rehabilitation and reconstruction phase, ADRA
Indonesia implementing a 12-months REEF project that will be completed in June
2020.
The
REEF Project aims to recover the income generating activities of 1,103 households
four villages of Sigi regency, by normalization or restoration of tertiary
canals of the existing irrigation system, provide support to hundreds of households
of the most vulnerable groups so they can purchase agriculture inputs and
restart their agriculture business.
The outcome of the REEF project is to enable a thousand of families cultivate
their agriculture land, because of : (1) Increased community engagement in the process of
restoring the irrigation canals (2) Cash assistance for agricultural inputs are
available for the most vulnerable households.
The
objectives of this final evaluation are as
follow:
Objectives
· To make interview with project
beneficiaries, project staff and others project stakeholders involved in the project
to assess the project achievements and to document the positive changes.
· To evaluate the relevance, efficiency and
effectiveness of the project to increase capacity of beneficiaries to restore
their income generating.
· To provide a comprehensive and summary of
report with lessons learned, best practices, gaps and recommendation to enhance
the project sustainability.
Responsibilities
·
Review
and analyze the project phases from its planning stages until completion and
compare stated project goal and outcome with actual accomplishments, and
examine the reason for such performance
·
Make
observations and (by case studies) obtain information and data on lessons learned
and document best practices arising out of the project
·
Determine
the appropriateness of strategies and approaches used to restore infrastructure
assets and income generating of affected households in post disaster context of
Central Sulawesi
Qualifications
Required
·
Individual
or organization who demonstrate a strong experience in project evaluation or
impact study
·
Demonstrate
experiences in project evaluation in post disaster context, including recovery
of livelihood assets.
·
Familiar
with qualitative impacts study regarding income generating rehabilitation
·
Having
a previous experience conducting evaluation on projects in Central Sulawesi is
an advantage
Deadline to submit the full proposal is with July 22, 2020.
Only short listed of consultants/NGOs/Firms are invited to present the proposal
and the selected proposal will act as the agreement between parties as how to
conduct the evaluation.
