DAI - Fleming Fund Country Grant to Indonesia - Civil Works Engineer

SCOPE OF WORK – Fleming Fund Laboratories Renovation  
Position: Civil Works Engineer 
Reports to: Team Leader, Fleming Fund Grant, DAI Indonesia 
Base of Operations: Jakarta, Indonesia 
Period of Performance: 9 - 12 months (intermittent) – short term technical assistance (STTA) contract 
Level of Effort (LOE): 80 Days (Approx.) 
 

Overview 
 
DAI Global Indonesia has been engaged under the (UK) Fleming Fund to strengthen the National Antimicrobial Resistance (AMR) and Antimicrobial Use (AMU) surveillance system in an integrated way with the One Health approach in Human Health, Animal Health and Aqua-culture sectors. Under the Fund, a number of AMR referral and sentinel laboratories throughout Indonesia are to be upgraded and renovated. Assessments of the labs is underway which will develop the requirements for medical equipment and refurbishment of the lab buildings. 
 
The requirements for the refurbishment at the labs and equipment needs will be based on the space allocated for AMR surveillance functions and to bring it up to the required standards that could meet the needs of ISO 15189 certification.  
 
It is intended that a specialized and qualified architectural/ civil works engineering firm will be engaged to design the labs under a fixed price contract modality. The successful firm will: a) assess the labs; and b) prepare a detailed design and costing for each. The construction works will be carried out by pre-qualified contractors. 
 
Scope of Work 
 
·                Assist with confirming and agreeing the scope of works and equipment needs (of Civil works) with the lab Authorities; 
·                Develop SOW and RFP for Design & Build Firm (Evaluation criteria, etc.) 
·                Develop SOW for design contract; 
·                Confirm with, and liaise with, Lab focal personnel in order obtain all required building permits, etc.; 
·                Prepare Rough Order of Magnitude cost estimate for each lab; 
·                Prepare time estimate and program for works for each lab;  
·                Prepare technical components of Request for Proposal (RFP) documents for both the design firm and the contractors, including the preparation of technical and financial evaluation criteria, etc.; 
·                Assist with the technical evaluation of proposals and works bids; 
·                Assist with the technical approval of the lab rehabilitation/ new construction designs; 
·                Review the Design & Build Firm's estimate of cost of works (civil, mechanical and electrical) to confirm it is in line with market rates; 
·                Conduct regular site inspections during construction; 
·                Review and comment on all sub-contractor’s materials submissions, shop drawings and method statements; 
·                Ensure that the civil, electrical and mechanical work is carried out as per the approved technical specifications, drawings, BOQ and conditions of contract;  
·                Ensure that all the work is executed within the specified time frame; 
·                Review design firm and sub-contractor progress payment invoices; 
·                Monitor and report on the sub-contractor’s compliance with the environmental management plan, health and safety plans and quality assurance plan; 
·                Assist with administration of the sub-contracts; 
·                Liaise with Fleming Fund program and operations staff and with the focal points of the labs, as required; 
·                Prepare weekly, monthly and final progress reports and share with supervisor; 
·                Assist with the handover of the labs to the owners; 
·                Monitor the labs for defects during the Defects Liability Period and report on same; and 
·                Any other tasks assigned by the supervisor or his/her designee.  
 
Qualifications 
 
·                B.E (Civil Engineering or Architecture) or a related field; 
·                Minimum of 5 years of experience designing new construction and renovation of buildings in terms of building works as well as electrical and mechanical installations; and supervising the construction of buildings not exceeding floor area of 200 m2; 
·                Experience of working on donor-funded and/or public sector projects; 
·                Experience in the procurement of design and construction services under donor or government funded projects; 
·                Preferred: Experience in the design and construction of laboratories in the health or pharmaceutical sectors; 
·                Working knowledge of AutoCAD, Microsoft Excel, WORD and Project; 
·                Excellent written and verbal communication skills in Bahasa Indonesia and in English.
