Position Title: Covid-19 Contact Tracer
JOB
DESCRIPTION:
The USAID-funded project, Linkages Across the Continuum of
HIV Services for Key Populations Affected by HIV (LINKAGES), under the
President's Emergency Plan for AIDS Relief (PEPFAR) program is implemented by
FHI 360 in partnership with Pact, IntraHealth International and the University
of North Carolina at Chapel Hill, and conducts a range of activities to reduce
HIV transmission among key populations (KP) — sex workers, men who have sex
with men, transgender persons and people who inject drugs — and improve their
enrollment and retention in care and treatment across the HIV cascade. LINKAGES
will accelerate the ability of governments, key population leaders,
organizations working with key populations, and private-sector providers to
plan and implement services that reduce HIV transmission among key populations
and their sexual partners and extend the lives of those already living with
HIV. The key elements of the FHI 360-led team’s strategic and technical
approach are:

Identifying key populations
and locales and comprehensively assessing risk,
•
Diagnosing “leaks” and
revealing access barriers within the HIV services cascade,
•
Scaling up “what works”
while innovating to ensure the most strategic use of resources and access to
newly emerging technologies,
•
Addressing structural
barriers and transforming local KP organizations,
•
Ensuring interventions are
sustainable over the long term, and
•
Supporting the
mainstreaming of human rights, gender and competency and capacity development.
LINKAGES also manages COVID-19 special programs to improve case
finding, treatment, care and support among community members affected by
COVID-19 or COVID-19 patients. LINKAGES
will hire, train and supervise a team working remotely to support
Provincial/District Health Offices and Puskesmas to perform COVID-19 contact
tracing activities provincewide. The aim of this will be to call/visit every
person diagnosed with COVID-19, gather information about their contacts, and to
call/visit every contact in Jakarta.
This is in tandem with other provincewide efforts to increase testing, develop
coordinated outbreak management response, increase infrastructure for isolation
and quarantine support, if needed, and fortify efforts to control the pandemic
in Jakarta.
JOB SUMMARY/DESCRIPTION:
Contact tracing is a process that
identifies individuals who may have been in contact with someone who is
infected by a virus. Once these contacts are identified, public health workers
known as contact tracers communicate with these individuals to warn them of
potential exposure and connect them with public health information and services
including testing.
Under the supervision of the LINKAGES
Technical Officer and Contact Tracer Epidemiology (Epi) Lead/COVID-19 Program
Coordinator, the Contact Tracer will use the Jakarta Provincial Health Office Trace
web-based data management platform to call/visit all contacts of anyone
diagnosed with COVID-19 to document a symptom check, refer them for testing
according to established protocols, and provide them with instructions for
quarantine or isolation, if appropriate. The Contact Tracer will be part of a
team of managers, epidemiology leads, case investigators, community resource
coordinators, and other contact tracers at Puskesmas level.
The position will be based in Puskesmas in Jakarta, Indonesia. Indonesian
nationals are encouraged to apply. Suitably qualified candidates openly
living with HIV and/or who are representative of the key populations affected
by HIV are also actively encouraged to apply.
DUTIES AND RESPONSIBILITIES

Calls/visits
contacts of newly diagnosed patients.
·
perform
the COVID-19 test/sampling during house visits* (only applicable for applicant
with analist background)
·
Communicates
with contacts in a professional and empathetic manner.
·
Collect
and records information on symptoms into Jakarta PHO COVID-19 forms and
paltforms.
·
Provides
contacts with approved information about Jakarta’s quarantine/isolation
procedures, and if appropriate, refer them to testing according to protocol
and/or to a COVID-19 social resources.
·
Follows a
script to inform contacts about the importance of quarantine/isolation and what
to do if symptoms develop.
·
Escalates
issues to Epi Lead in Puskesmas/DHOs COVID-19 coordinator.
·
Attends meetings and trainings as requested and
maintains up-to-date knowledge of all programs and systems.
·
Maintains
daily contact with supervisor.
·
Responsible for adhering to established safety
standards.
·
Communicate with the local RT / RW or village
apparatus where there are positive cases of COVID-19 in the area.
·
Performs
other duties as assigned.
QUALIFICATIONS
Required Education
High school diploma or equivalent
Preferred Education
Bachelor’s degree in a related field from an accredited University. Completion of coursework in Epidemiology.
Preferred Experience
Experience in Public Health, medical or related field. Fluency in second or multiple languages.
Other
· Working knowledge of office software, including Word, Excel and PowerPoint.
- Ability to handle confidential information with discretion and professionalism.
- Proficiency with computers and data entry into electronic tracking systems.
- Ownership of or ability to acquire a personal computer and broadband internet access. A headset is preferred.
- Preferably have prior work experience on USAID programs with USAID/PEPFAR funded programs.
- Must be well organized, self-starter with attention to detail.
- Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian. Good English skills desired.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia.
- Flexible schedule including weekends
- Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
- Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and country office as needed.
- Able to work independently and on a team.
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Previous volunteering experience with COVID-19 Jakarta response team is a plus.
