GIZ Indonesia for the Clean, Affordable and Secure Energy for South East Asia (CASE) Project: Sustainable Energy Finance Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The regional programme ‘"Clean, Affordable and Secure Energy for South East Asia" (CASE) has been commissioned by the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) in April 2020, with an implementation period until February 2024.
The programme aims to drive change in the power sector in South East Asia (SEA) towards increased ambitions with regards to climate change. It focuses on the four main SEA countries (Indonesia, Philippines, Thailand and Vietnam) in terms of energy demand and also foresees regional interventions. Composed of a wide range of organisations and driven by strong regional cohesion and network, CASE will propose evidence-based solutions to the challenges met by decision makers and build societal support around those solutions. CASE will directly contribute to the transition of the power sector towards an innovative, economically successful and environmentally friendly model for SEA.
 Overall, the CASE programme consists of five components:
        ⇒     Output 1: Sustainable Energy related research
        Output 2: Transparency and stakeholder mapping
        Output 3: Stakeholder dialogue and action
        Output 4: Technical assistance to strengthen energy stakeholder capacities
        Output 5: Sustainable energy communication across public
As a regional programme, CASE is implemented through a consortium consisting of GIZ through its representation in four countries, four national civil society organisations (one each in all four countries), and two international consortium partners in the field of energy and climate.
In Indonesia, the CASE programme is implemented through GIZ Indonesia, together with the Institute of Essential Service Reform (IESR) and supported by the international consortium partners. The political partner for Indonesia is the National Planning Ministry (Bappenas).
CASE Indonesia will be implemented by GIZ with a small team consisting of a project manager and two full-time advisors. CASE will be embedded in the larger GIZ energy programme, and work in synergy with other existing energy projects, in particular the “Renewable Energy for Electrification Programme” (REEP) and the project “Strategic Exploration of Economic Mitigation Potentials through Renewables” (ExploRE).
To support implementation of the programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for:

Sustainable Energy Finance Advisor

A.   Responsibilities
 The main responsibility of the Sustainable Energy Finance Advisor shall include, but not limited to, the following areas:
  • act as lead advisor for the preparation and implementation of capacity development measures for finance and business stakeholders (technical assistance) to strengthen their role in the energy transition 
  • act as lead finance advisor to provide review and backstopping in the development of sustainable energy finance relevant concepts, policy briefs, initiatives, approaches and activities related to sustainable energy transition
  • facilitate contacts and manage relationships with all CASE consortium members, in particular on national level, relevant line ministries and programme stakeholders with a public and private business and finance background in Indonesia
  • support the programme’s national steering committee to plan and oversee CASE Indonesia project activities
  • support the Project Manager in carrying out project activities including, reporting, monitoring and evaluation in accordance the GIZ monitoring and evaluation instrument;
  • assist other experts – including consultants - and performs additional duties at the request of the Project Manager, the Senior Liaison Officer, or other Senior Advisors;
  • implement daily operational aspects of all issues related to the Indonesia GIZ programme responsibilities within the larger CASE programme framework;

 B.   Tasks
     1.    Capacity development: Training of business and finance stakeholders to strengthen their role in the energy transition
  • Lead the provision of training and skill development for stakeholders with a public and private finance / business background to increase their awareness and knowledge about challenges and opportunities of the sustainable energy transition, and how to partake in dialogues
  • Develop recommendations on partaking of finance and business representatives in policy dialogues
  • Implement trainings, seminars, or similar events for representatives of local banks, investors and asset managers to build confidence for investment in RE & EE projects, etc. including event preparation, organisation, facilitation, participant and invitation management and input preparation
  • Act as finance expert / resource person within training modules, peer-to-peer-exchanges and workshops
  • Preparation and supervision of consultant assignments to act as trainers / experts for selected training events

2.    Stakeholder dialogue for finance and business stakeholders
  • Create dialogue events to bring together government and business / finance stakeholders (e.g. provide collaboration platform between financial sector and major energy companies to promote blended finance)
  • Support IESR to conduct an in-depth stakeholder analysis of main stakeholders
  • Support IESR to support intergovernmental dialogue and the national energy transition event (Indonesia Energy Transition Dialogue)
  • Support implementation of regional energy transition events
 3.    Policy advice and research studies
  • Provision of inputs and backstopping of finance/business related policy papers developed by consortium partners
  • Provision of support / backstopping of finance related research studies undertaken by IESR, one of the international implementation partners and/or other GIZ projects, including but not limited to Market reforms (de-risking renewable energy investments, electricity tariff reform, CO2 pricing, etc.); Role of natural gas/coal (coal transition, stranded assets, the impact of price volatility, security of supply), etc.
  • Organising quality assurance processes for finance related research studies e.g. through national reviews of deliverables, in close cooperation with consortium partners

4.    Project management support
  • Support project management including provision of inputs to annual operational planning in close consultation with project partners and/or consortium partners
  • Provide inputs to reporting and monitoring
  • Participate and support preparation of regular consortium team meetings on regional level, as well as country steering meetings on national level
  • Liaises closely with IESR and the international consortium partners in the implementation of the activities

5.    Other duties/additional tasks
  • Performs other duties and tasks at the request of the superior
  • Contributes actively to a good working climate and team working within the project and across the GIZ energy programme
  • Shares proactively information about the project with other relevant projects (such as the Renewable Energy for Electrification Programme – REEP and Strategic Exploration of Economic Mitigation Potentials through Renewables - ExploRE), seeks synergies across activities, and follows a cooperative approach across the larger energy programme

 C.   Required qualifications, competences and experience

Qualifications
  • Bachelor/Masters (B/MSc; B/MA) in finance, economics, energy, or any area that is related to the project objectives
  • Professional certificates in finance related subjects an asset

Professional experience
  • at least 5 (five; for Bachelor) / 3 (three; for Master) years professional experience in sustainable energy or climate related finance in Indonesia with a national or international (development) bank, investor, or other national/international institution required
  • at least 5 (five) years professional experience in/with and/or providing technical assistance to governmental and/or regional/ international implementing organizations in the field of sustainable energy / climate change mitigation in Indonesia
  • previous experience in preparing and implementing capacity development measures (trainings, dialogues, etc.) is an asset;
  • previous professional experience abroad is an asset;
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments

Other knowledge, additional competences
  • Strong network within business and finance sector in Indonesia (domestic banks, international development banks, infrastructure financier, investors, project developers, etc.)
  • Good working knowledge about sustainable energy and/or climate finance in the Indonesian and global context
  • Knowledge about the global discourse about the energy transition, climate and energy finance, and overview of various energy technologies and renewable energy and energy efficiency project development
  • very good knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • excellent written and oral knowledge of Bahasa Indonesia and English
  • working knowledge of German is an asset
  • willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
  • strong organisational competence with good communication and coordination skills
  • international experience, ability to work in an intercultural environment
  • willingness to travel (abroad) when required
