A. Background
UCLG
ASPAC is one of the Regional Sections of United Cities and Local
Governments (UCLG), an amalgamation of International Union of Local
Authorities, United Towns Organization (UTO), and World Association of
the Major Metropolises (METROPOLIS). UCLG is a worldwide association,
and the only local government organization recognized by the United
Nations. The Asia and Pacific region is the biggest of the Regional
Sections in UCLG with linkages to more than 7,000 local governments. It
represents over 3.76 billion people- making up more than half of the
world’s population– and incorporates economically fast-developing
countries such as China, India, and Indonesia.
In
January 2020, the European Union (EU) and the United Cities and Local
Governments Asia Pacific (UCLG ASPAC) launched the Climate Resilient and
Inclusive Cities (CRIC) Project to help cities plan and prepare better
to mitigate and adapt to climate change. The project seeks to create a
long-lasting and unique cooperation between cities and research centers
in Europe, Southeast Asia, and South Asia through a series of workshops,
joint training, and transfer of knowledge and testing tools. The
project will be implemented in 10 Indonesian pilot cities where the city
governments will receive technical assistance on how to integrate
resilience and inclusivity in their urban development plans.
Throughout
the project implementation, we will produce various communication
materials to be disseminated to audiences ranging from policymakers,
researchers, NGOs, CSOs, local communities in pilot cities also
international audiences in Europe and South Asia. To ensure a consistent
and quality visual identity of our project, we are seeking a graphic
designer who can create and design visual communication pieces to engage
the aforementioned stakeholders.
Throughout
the project implementation, training, workshops and knowledge-sharing
activities will be held involving partners and relevant stakeholders in
Europe, Indonesia and South Asia. To ensure smooth delivery of
communication, an interpreter is required to work on a consultancy
basis. The selected interpreter will interpret conversations from
English to Indonesian and Indonesian to English for various occasions,
such as meetings, workshops, training conducted online or offline. The
consultant must have an exquisite grasp of English and Indonesian, be
familiar with climate change issues and be able to convey verbal
messages in a context that the recipient can understand.
The
assignment corresponds to the CRIC Project’s activities; hence costs
incurred during the assignment will be allocated from the CRIC Project.
B. Objective
The objective of the assignment is production of
documentation and success story videos that convey the messages in line with
the CRIC Project. Proposed video topics are:
· City
profiles highlighting challenges, characteristics and resources of ten pilot
cities
· Training
documentation
Success
stories that capture lessons learned and achievements at a city level in
efforts to build resilient and inclusive future for all
C. Expected Result
The
consultant will be tasked with producing 18 videos:
· 10 city
profile videos
· 4
training documentation videos
· 4
success story videos
Consultant
will also be asked to produce a condensed video teaser for social media (30s)
D. SPECIFICATION
Videos produced must meet standards and
quality agreed:
· Videos
in HD quality
Videos
to be disseminated through YouTube, social media, online knowledge platform and
off-line events

E. SCOPE OF WORK
The consultant will perform the following
duties:
· Review
the proposed assignments
· Present
a work plan of video production
· Propose
storyboards to the CRIC team which includes potential interviewees and script
· Video
shooting based on agreed storyboards and conduct interviews based on agreed
plan
· Source
required information or music
· Finalise
videos in close collaboration with the CRIC team
· Ensure
that videos can be played in various formats (Instagram, YouTube)
F. TIMEFRAME
The bid winner will be required to work immediately starting from August 2020 until the end of the project.
