Wildlife
Conservation Society is an international conservation organization
formed in 1895 in New York, United States. Since 1997, WCS-Indonesia
Program has begun working to support the government in preserving
wildlife on land and sea. WCS with the support from Federal Ministry for
the Environment, Nature Conservation and Nuclear Safety German and KfW
Development Bank is implementing the project “Marine Biodiversity and
Coastal Livelihood in Sulawesi/Coral Triangle” in 3 provinces in Aceh,
North Sulawesi and West Nusa Tenggara.
All
projects supported by KfW must comply with the KfW’s Sustainability
Guideline (2016), which includes applying the interim GCF Safeguard
System, the International Finance Corporation (IFC) Performance
Standards as well as with applicable World Bank Operational Policies and
Environmental Health and Safety (EHS) Guidelines. The IFC Performance
Standard 7 recognizes that Indigenous Peoples, as social groups with
identities that are distinct from the mainstream group in national
societies, are often among the marginalized and vulnerable segments of
the population. In many case, their economic, social and legal status
limits their capacity to defend their right to, and interest in, lands
and natural and cultural resources. To ensure each customary community
group understands their right to give or not give consent to the action
that affects them, it is necessary to do Free, Prior and Informed
Consent (FPIC). Training is needed so that the WCS field staff
(Terrestrial and Marine) are aware of FPIC processes.
In
Aceh, WCS works to strengthen the role of Panglima Laot, the existence
of Panglima Laot customary institution has an important role in the
management of marine and fisheries resources. Until the end of 2019,
there are 174 Panglima Laot Lhok in Aceh, 18 Panglima Laot at district
level, 1 Panglima Laot at the provincial level. Each Panglima Laot Lhok
has a custom based management system which is different form another
group depending on natural and social characteristics, history,
resources, knowledge and the agreement of each Lhok.
In
North Sulawesi, WCS work in 3 areas: North Minahasa, Siau Tagulandang
Biaro Islands (Sitaro), and Sangihe Islands. The majority of North
Sulawesi’s population is the Minahasa, Bolaang Mongondow, Sangihe,
Talaud, Siau. The results of the assessment in the 3 regions were found
the indigenous people in several villages including Lihunu Village, Para
Village and Bukide Village.
Fishermen
in West Nusa Tenggara come from various ethnic groups including Bugis,
Sumbawa, Bajo, Sasak, Mbojo, and others. The ethnic group most often
found in the coastal areas of WNT is the Bugis people. Some of these
fishermen still adhere to rules or customs in the form of sea salvation
or harbor, where fishermen are prohibited from fishing for 1-7 days
before the event takes place. In addition, there is the “awig-awig" that
regulates the time and day when fishermen may or may not go to sea such
as on Friday or community and religious events.
OBJECTIVES
- To develop an understanding of Indigenous Peoples.
- To explore the existing customary tenure and natural resources system at the project sites.
- To develop an understanding of safeguards requirements related to Indigenous Peoples.
- To provide guidance and skills for the participants in conducting the FPIC process in the project site
