Brief Description:
IBI
is searching for a Short-Term consultant to support USAID's ASEAN
Policy Implementation (API) Project by conducting a desk research that
informs the current status and implementation of AEC Blueprint 2025 as
well as to support the implementation of activities in relation to
technical assistance.
The ASEAN Policy
Implementation Project (API) funded by USAID/ASEAN is to accelerate
implementation of key ASEAN policy agreements at the national level to
advance economic prosperity and rules-based governance in the
Indo-Pacific region. USAID, through the API project, works toward:
• Identifying concrete needs and opportunities to advance the implementation of targeted ASEAN policies at the national level.
• Providing technical assistance to ASEAN Member States to strengthen the implementation of targeted ASEAN Policies.
API
supports the implementation of the ASEAN Economic Community Blueprint
(AEC) 2025 and its consolidated Strategic Action Plan by investigating,
mapping and analyzing investigates, maps, and analyzes regional trends
to bring awareness on a wide range of economic development priorities.
This research will summarize emerging needs and interests to better hone
the national level development and advancement of newer ASEAN standards
while creating greater shared priorities and knowledge sharing across
the ASEAN region.
Period of Performance: This assignment is expected to begin in April 2021 for 6 months.
Level of Effort: 72 days
Location: Indonesia
Reports To:
The STTA will be supervised by the Research Manager in coordination
with the Program Manager under the guidance of the Chief of Party.
Key Responsibilities:
• Conduct a desk research of the implementation status of the AEC Blueprint 2025 in AMS
• Support the development of Quarterly Regional Trend Analysis
• Map out capacity building activities for Digital Data Governance at member state level
• Develop
and maintain a detailed work plan for the technical assistance
activities, including capacity building activities, in consultation with
stakeholders, outlining activities, timelines and required
inputs.
• Ensure
that API team members and STTAs have information they need to carry out
their tasks effectively in order to remain updated on progress and
status.
• Support in
drafting meeting notes of API activities such as meeting with National
Consultants, meeting with government officials.
• Organize documentation from research activities and technical assistance in shared drive
• Other duties as assigned.
Deliverables:
• Report on the status of implementation of the AEC Blueprint 2025 in AMS
• Mapping exercise on capacity building activities in Digital Data Governance completed
• Updated activity work plans using Gantt chart
• Draft meeting reports
• List of documentation related to research and technical assistance activities easily available and accessible
Qualifications:
Must Have
• Master’s
degree in fields of economics, international trade, international
political economy or related fields (Bachelor’s degree may be acceptable
with higher levels of work experience)
• Minimum 4 years of related work experience
• Economic
Growth background, especially in areas covered by the AEC Blueprint
2025. Preference with understanding of the ASEAN Single Window and/or
Digital Data Governance;
• Consultants
with experience in more than one country or a regional knowledge
coupled with technical expertise in the subject matter will also be
considered;
• Native speaker & writer of local language;
• Excellent written and spoken English;
• Intermediate to Advanced MS Office/Word skills.
Desired
• Experience
working with a national university, think-tank or other research
institution, on issues related to economic growth and governance;
• Understanding of USAID’s Indo Pacific Strategy and familiarity with bi-lateral missions in ASEAN Member States (AMS).
