CRS Indonesia is Looking for Program Management Support Consultant

 

BACKGROUND

Catholic Relief Services (CRS) is a US–based voluntary organization working in more than 80 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia since 1957 under a Memorandum of Understanding with the Ministry of Social Affairs to support local communities struggling to alleviate human suffering, eradicate poverty, and become self-reliant through the implementation of mother and child health and nutrition programs, agricultural livelihoods, and disaster risk reduction. CRS is also a major player in humanitarian and disaster response intervention in Indonesia. CRS implements its programs in collaboration with local non – government organizations operating in CRS’s geographical target areas.

As part of its new agency vision and strategy for 2030, CRS is committed to expanding its comprehensive shelter solutions and global influence to enable families and communities to recover from crisis, and flourish in safe, dignified homes and communities.

Through the Homes and Communities (H&C) Platform launched in 2019, CRS is embarking on a bold path - built on decades of experience and partnerships - to increase our support to disaster-affected people by 2030. The increase in our direct programming will allow us the opportunity to demonstrate and influence local approaches that can be adopted and brought to global scale. As part of our 2030 vision for transformational change at scale, Homes and Communities will promote the wide adoption of improved practices among shelter and settlements actors, so that more crisis affected people will have access to safe and dignified homes and communities. CRS seeks to influence peer agencies, local responders, stakeholders and governments to implement new, innovative approaches to improve efficiencies in the humanitarian to guarantee safer homes for uprooted families rebuilding their lives.

To bolster H&C based approaches, CRS Indonesia is committed to local leadership and partner capacity strengthening for response and recovery; market-based response and cash-readiness; and accountability in emergencies. In Indonesia, CRS is implementing this initiative through and in partnership with our local partner, Human Initiative (HI). Detail Implementation Plan for this program has been developed and available to guide the implementation activities.

The temporary Program Management Support Consultant will support the Homes and Communities team to ensure high-quality program delivery through program management, coordination, technical assistance and support functions. 

 

Objectives:

The objectives of this consultancy are:

1.     To ensure H&C program activities at both CRS and partner level are well implemented as scheduled.

2.     To provide partners with quality and intensive technical and management support to ensure quality program results/achievements.

 

Scope of Responsibilities:

Partnership management

·       Serve as a liaison between CRS and its H&C partners, ensuring that partnerships are effective and mutually beneficial

Review program documents, budgets, implementation plans and reports at the partner level and advise on how to ensure project results are achieved on time and on budget

·       Organize meetings with partners and together review the DIP and identify activities to be prioritized

·       Assist CRS partners in planning for the development of a knowledge management system

·       Review and provide feedback on key outputs and deliverables

  • Participate in key program activities such as strategic planning processes and joint partner activities to ensure an appropriate approach

 

Technical assistance

·       Provide technical inputs in key areas relating to, but not limited to

o   Basic shelter training development and delivery of local government

o   Revision of humanitarian shelter cluster guidelines

o   Development of training curriculum/modules with CRS’ partner

o   Review key evidence pieces and products for potential dissemination to partners and government stakeholders

o   Provide technical assistance to partners in any other key priorities identified

 

Project management

·       Provide support to strengthening the program’s strategy, communication and relationship management

  • Identify concerns of significance related to partnerships and/or partner-implemented projects, and work to address them, ensuring they are brought to attention of senior management as needed

·       Advise on and help ensure project results are achieved on time and on budget, and support in any budget revisions required

·       Oversee the execution of activities executed by external consultants

·       Review deliverables to ensure expectations and quality standards are met and payments can be duly processed

·       Coordinate linkages of key staff in the operational management of the project (e.g. HR, finance and administration, procurement) and technical support from HRD experts

·       Monitor and track project implementation and recommend actions as needed for project activities to meet or exceed requirements

·       Prepare draft quarterly reports for the H&C communities platform

·       Supervise and provide constructive feedback to staff under H&C.

·       Undertake other related tasks as requested by supervisor.

 

Coordination and dissemination

·       Assist partners in planning and coordinating dissemination events with network members and shelter practitioners

·       Participate in and/or lead an internal working groups, as needed.

·       Represent CRS in external conferences and events, including providing oral presentations as needed.
·       Contribute to building and maintaining strong relations with both non-government and government partners by participating in regular Shelter Cluster and Cash Working Group meetings, and other relevant forums. Attend and actively participate in meetings with government and non-government agencies (Ministry of Social Affairs /MOSA, National Disaster Management Agency/BNPB, Ministry of Public Work and Community Housing/PUPR, Protection and Displacement cluster and shelter sub-cluster, IFRC, other INGOs and local/national partners) involved in shelter and settlements programming in Indonesia.
·       Network with appropriate organizations (government, local partners) to build CRS and its partner’s profile in H&C programming in country. Build alliances that further the strategic objectives of the country program strategy to become a leader in H&C programming.  

 

Place of Performance:

CRS Jakarta office, and partner office. However, given the pandemic, most of the activities may be conducted virtually

 

Period of Performance:

March 2021 to June 2021

 

Deliverables:

1.       Revision of key planning and implementation documents (DIP), and if needed project/partner budgets

2.       Reviewed partner reports

3.       Reviewed project deliverables of consultants, including the development of letters of satisfaction upon completed consultancy assignments

4.       Develop a road map for knowledge management system development

5.       Develop Terms of References for dissemination events

6.       H&C program quarterly reports

7.       Coordination meeting reports

8.       Training curriculum modules for role out by CRS’ partner, Human Initiative and CRS staff

9.       Written recommendations on how H&C can improve its program strategy and influence

10.   Evidence that activities are implemented are collected and appropriately stored 

 

Contractual Relationship: 

The consultant will act as an independent contractor in performing the assignments described above and not as a CRS employee

 

Code of Conduct:

Consultant will be required to read and comply with CRS Code of Conduct.

 

Background, Experience & Requirements:

Education and Experience

·       Masters’ Degree or 7 years equivalent experience in international development or related field.

·       More than 5 years of experience in an advisory or management role in emergency response and recovery programs.  Preference for candidates with experience in shelter and settlements programming, or else expertise in market-based programming or multi-sector emergency response

·       Minimum of 5 years work experience in a program management position with progressive responsibilities for an international NGO.

·       Experience engaging partners and government and strengthening partnerships.

·       Previous experience providing technical assistance to partners

·       Demonstrated application of technical principles and concepts shelter and settlements. General knowledge of other related disciplines to ensure proper cross-sectoral approach.

·       Strong experience and skills networking and building relations with donors and peer organizations.  Demonstrated understanding of how to position an organization to be a thought leader and influencer in shelter and settlements.

·       Understanding of partnership principles and fostering greater local leadership amongst government and civil society organizations.

·       Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.

·       Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.

·       Strong strategic, analytical, problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment

·       Strong written and oral communication skills

·       Strong presentation, facilitation, training, mentoring, and coaching skills

·       Proactive, resourceful and results-oriented

 

Required/Desired Foreign Language

·       High level English oral and written communication skills, including representation and liaison skills.
