GIZ Indonesia for the Sustainable Agricultural Supply Chains in Indonesia (SASCI): Junior Rubber Field Facilitator, Kapuas Hulu District

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The „Sustainable Agricultural Supply Chains in Indonesia (SASCI)“ project, in collaboration with its main government partner, Ministry of Agriculture (specifically the Directorate General of Estate Crops) supports the Government of Indonesia in its efforts to reduce GHG emissions from deforestation and forest degradation by promoting sustainable supply chains for selected agricultural commodities (primarily but not exclusively palm oil and natural rubber) by independent smallholder farmers in Kapuas Hulu district, West Kalimantan.

Kapuas Hulu district in the “Heart of Borneo” was designated a UNESCO Biosphere Reserve in 2018. It has two national parks and a large proportion of ecologically valuable forests with high biodiversity. The district covers an area of 30.957 km² and is home to 263,000 inhabitants. 76 % of the district is classified as forest, consisting of 9,263 km² (30 %) national parks, 7,997 km² (26 %) protection forest and 6,125 km2 (20 %) production forest. Only 7,407 km², or 24 %, are designated for agricultural or other purposes. Rubber is the main cash crop of Kapuas Hulu with a cultivation area of 183 km2 and an annual production of 12,700 tons. Alongside palm oil, rubber is the largest forest-risk commodity with a connection to the German market.

Rubber smallholder farmers in Mentebah, Bunut Hulu and Pengkadan sub-districts have been sup-ported through a three-year Development Partnership with the Private Sector between Continental AG and GIZ, which came to an end by December 2020. The support to smallholder rubber farmers will be continued and significantly scaled up to other sub-districts and farmers in Kapuas Hulu district through a new development partnership between Continental AG and GIZ, from 2021 to 2024, this time as an integrated part of a country project (SASCI+) under the global programme “Sustainability and Value Added in Agricultural Supply Chains in Indonesia”.

In the context of the new Development Partnership, SASCI will continue to support rubber small-holder farmers in Mentebah, Bunut Hulu and Pengkadan sub-districts.

To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for: 

Junior Rubber Field Facilitator, Kapuas Hulu District 

A.    Responsibilities 

Under the direction of the GIZ Principal Adviser, in coordination with the SASCI/SASCI+ District Coordinator, and in close collaboration with and guided by the Senior Rubber Field Facilitator, the Junior Rubber Field Facilitator will collaborate with the targeted rubber smallholder farmers and the relevant local government institutions in Kapuas Hulu, and with the relevant SASCI+ staff, partners and involved entities of the GIZ-Continental AG Development Partnership. S/he will have the following specific responsibilities: 

  • Provide technical assistance and advice to rubber smallholder farmers in Mentebah, Bunut Hulu and Pengkadan (and possibly other) sub-districts in the framework of the integrated public-private development project between GIZ and Continental AG.
  • In coordination with SASCI+, contribute to capacity development and orientation of GIZ rubber field facilitators in other sub-districts in Kapuas Hulu.
  • Assist with the organizational development and strengthening of rubber farmer groups in the three sub-districts.
  • Support the rubber smallholder farmer groups to establish and develop Rubber Processing and Marketing Unit(s) (UPPB) as an economically viable intermediary between the individual smallholders and the rubber processing factories and for adding value locally.
  • Provide training and other capacity development measures to the targeted rubber smallholder farmers to strengthen their household incomes, nutrition, and food security and to lower their risk profile through in income-generating and alternative livelihood activities.

 

B.    Tasks

1.      Professional advisory services

  • Facilitate socialization and introduction of the sustainable rubber activities under the Continental AG-GIZ integrated development partnership to relevant villages and hamlets in the three targeted sub-districts.
  • Facilitate the inclusion of new rubber smallholder participants into existing rubber farmer groups or the formation of new rubber farmer groups as relevant.
  • Facilitate the registration of “new” rubber smallholder farmers/groups with the district agricultural agency.
  • Assist in the registration of “new” rubber smallholder farmers and their rubber plots in the traceability system.
  • Provide orientation and training to other rubber field facilitators in other sub-districts targeted by the Continental AG/GIZ development partnership, as relevant and applicable.
  • Take part in workshops, training and coaching on sustainable rubber production and good agricultural practices, as part of the empowerment/strengthening of rubber smallholder farmer groups in the three sub-districts.
  • Advise on the need for procurement of various types of tools and equipment required for implementation of sustainable rubber production, good agricultural practices and value-adding post-harvest processes by the smallholder farmers participating in the project.
  • With a specific focus on women, provide training to the targeted rubber smallholder farmer households to strengthen household incomes, nutrition, and food security.
  • Contribute to creating awareness, knowledge, and skills for the targeted rubber smallholders in establishment of more robust farming systems, which enhance biodiversity and support adaptation to the effects of climate change.
  • Assist targeted rubber smallholders and their groups to continuously increase the quantity and quality of the rubber produced in their plots.
  • Facilitate the organization of rubber smallholder farmer groups into UPPBs and develops the capacity of such UPPBs to offer logistical and negotiation/sales services to its members.
  • In coordination with district/provincial agricultural authorities and supported by the policies of Ministry of Agriculture, assist the targeted rubber smallholders in procuring improved genetic materials for their rubber plots and in rejuvenating older, no longer productive, rubber plantings.
  • Monitor the implementation of the sustainable rubber project in the three targeted sub-districts in Kapuas Hulu and reports to SASCI M&E system as appropriate. 

 

2.      Other duties/additional tasks

  • Supports the provision of logistics for visiting GIZ and Continental AG staff from provincial and national levels and from abroad (Continental) as well as for other visitors to the targeted sub-districts in Kapuas Hulu.
  • As appropriate, coordinates with and supports the Project development advisor in his tasks in the sub-districts.
  • Participates in regular Project team meetings.
  • Performs other duties and tasks at the request of management. 

 

C.    Required qualifications, competences and experience 

Qualifications

  • Bachelor degree or equivalent, in a relevant discipline (can also be diploma with extensive, relevant work experience). 

Professional experience

  • Minimum of three (3) years of professional experience, with main focus on rural communities.
  • Recent work experience in rural areas, preferably in West Kalimantan and ideally in Kapuas Hulu district.
  • Knowledge and experience from work with rubber smallholder farmers
  • Experience in organizing communities/farmers.
  • Previous work experience with donor projects will be an advantage.
  • Hands-on experience from organizing and training of smallholder farmer groups. 

Other knowledge, additional competences

  • Working knowledge of ITC technologies (related software, mobile phone, email, the internet) and computer applications (e.g., Microsoft applications)
  • Willingness to travel and to work in the field for periods at a time.
  • Knowledge of relevant local languages in the target area will be an advantage.
  • Basic understanding of the English language desirable.
  • Willingness to upgrade skills as required by the tasks to be performed – corresponding measures to be agreed with the Project management.
