Background

Reforsa Hamutuk (the Tetum phrase for “Stronger Together”) is a 30-month program supported by the European Union with the overall objective of promoting social inclusion and economic development for women survivors and victims of violence in Timor-Leste. In this project, Hivos and co-beneficiaries, Forum Komunikasaun Ba Feto Timor-Leste (Fokupers) and Asosiasaun Chega! Ba Ita (ACbit), seek to strengthen women survivors and victims of violence, as well as staff and resource people from local NGOs and CBOs. The project is also conducted to increase the awareness of local communities, local leaders, key stakeholders of the national government, business communities, and broader civil society to improve the provision of support for 25,000 Timorese women survivors and victims of violence, including survivors of past conflict and gender-based violence, and their families. Focusing on the seven districts of Ainaro, Baucau, Dili, Ermera, Liquica, Manufahi, and Oecusse, this project was designed to complement ongoing initiatives by the government and civil society organizations (CSOs) to assist survivors in prevention, access to justice, and advocacy.

 

As part of the project, Hivos is seeking a consultant to collect case studies on the challenges and needs of Timorese women survivors and victims of violence, as well as best practices for the provision of support to address those needs. The consultant will be responsible for interviewing the women survivors and relevant stakeholders, obtain and consult relevant documents, and present the case studies in simple, easily digestible format appropriate for the relevant target audience: Timor-Leste government officials, business owners and business representatives, and CSOs. Considering the current COVID-19 situation in Timor-Leste, candidates may propose to conduct the interviews by phone or in a combination of phone, online, and face-to-face interviews.

 

 

Objective

To produce case studies that discuss the needs of Timorese women survivors and victims of violence, and best practices for the provision of support to address those needs, for Reforsa Hamutuk networking events and dissemination with government officials, business people, and CSOs.

 

Scope of work

 

The maximum duration to conduct the assignment is one month, with approximately 10 working days (negotiable) with tasks including:

·               Interviewing women survivors and victims of violence, and relevant stakeholders, from each Reforsa Hamutuk districts: Ainaro, Baucau, Dili, Ermera, Liquica, Manufahi, and Oecusse.

·               Obtaining and consulting relevant documents to supplement information gathered from survivors.

·               Producing a report in English containing the full account of the case studies.

·               Present the case studies in Tetum in easily digestible formats appropriate to the target audience (may include, but not limited to Powerpoint slides, short articles, infographics).

 

 

 

Expected Output

 

1.         One report in English, containing seven (7) case studies (1 to 1.5 page each) of Timorese women survivors and victims of violence (one for each district), that covers the following points:

·         General challenges and needs of women survivors and victims of gender-based and past conflict violence

·         Specific challenges of women survivors and victims in times of COVID-19 and natural disasters

·         Best practices for the provision of support for women survivors and victims of violence. It may include, but not limited to, capacity development training and access to micro-credit loans.

 

2.           Documents in Tetum that present each case study in at least two (2) easily digestible formats appropriate for the target audience.

3.           Photos produced during the case study collection.

4.           Proof of consent from each person interviewed and photographed for the use and publications of their stories and/or photos.

 

Timeline

The assignment will start from 1 month – early May to early June 2021 with approximately 10 working days.

 

 

Qualifications and Experiences:

•     An individual who is currently residing in Timor-Leste with a minimum of 3 years of professional experience in data collection, data analysis, and writing;

•     Proven experience in journalism or communication work;

•     Experience in working with local CSOs and vulnerable groups is preferred;

•     Experience in producing creative contents (e.g.: social media posts, infographics) is an advantage;

•     Ability to work rapidly, both in person and remotely, with team members in various locations;

•     Ability to travel and work in community-settings (contingent upon local COVID-19 restrictions).

•     Fluent in English and Tetum.

 

 

Budget

The budget for this assignment is EUR 2,000, The budget is all-inclusive (include the consultancy fee, all expenses, and applicable income tax in Timor Leste).
