Overview

DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with (i) evidence-based decision making; (ii) technical assistance to improve GOI capacity in public financial management and related governance; and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.

The IT Consultant will support Bappenas with development of a dynamic CGE model of the Indonesian economy based on the latest update of Input-Output and Inter-regional Input-Output (IRIO) databases and user-friendly dashboard.  

Responsibilities

Service Provided:

The IT Consultant will support and work closely with the CGE experts to undertake the following tasks:

• Compiling and formatting data from various sources to be used for the IndoTERM update.
• Supporting CGE experts in processing the data to conform to the IndoTERM model’s database requirement.
• Assisting experts in construction of some topical and relevant simulation scenarios to meet Bappenas’ needs on economic planning and policy analysis.  
• In coordination with the CGE experts, update the IndoTERM database and extend the simulation capacity of the existing Bappenas Policy Modeling Dashboard 
• In coordination with the National CGE Expert, develop modules on updating the IndoTERM database and variables
• Delivering the training on how to update IndoTERM database to Bappenas official.
• Assisting the CGE national expert in writing the database update reports and simulation analysis.
• Prepare a monthly progress report outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.

Requirements:

• Experience in SQL and related database systems related to the development of a dashboard.
• Proven strong IT and problem-solving skills
• Knowledge of, and experience working with, government of Indonesia agencies and systems

Qualifications

Qualifications:

The CGE Policy Modeling International Consultant must meet the following:

• University degree in IT or other relevant studies.
• Relevant experience in developing a web-based dashboard for economic modelling.
• Prior work experience on macroeconomic planning with Bappenas/GOI national agency is preferred.
• Fluency in written and spoken Indonesian is essential, English proficiency is an advantage.
• Excellent interpersonal skills, ability to communicate effectively, and good team player.

All deliverables must be prepared in USAID reporting format and must be acceptable by USAID.

The Consultant will submit their invoice monthly along with the monthly progress report as attachments to the invoice. The invoice, output and progress report will be reviewed and accepted by EGSA’s BEE Expert.  

 

The IT Expert will provide services for up to 60 days of level of effort (LOE) from May to September 2021.
