JRS Indonesia Call for External Evaluation Consultants

 

JRS Indonesia is currently looking for External Evaluation Consultants to seek an objective assessment of its project delivery and quality to ensure program accountability.


Project (in Bogor and Jakarta): Befriend towards Dignity during Refuge in Indonesia


The program evaluation shall be carried out by a team of 2 (two) highly qualified research consultants who will work together for the external evaluation process. The evaluation will oversee both the ongoing and the previous project period from 2018 until the present. The objective is to conclude, make recommendations, and identify lessons learned from the implementation of the project.


The evaluation will examine essential issues in the project by addressing critical questions to the right stakeholders in each project location, following the DAC (Development Assistance Committee) criteria, namely: Relevance, Outcome and Impact, Effectivity, Efficiency, Sustainability.


The evaluation method will be a combination of quantitative and qualitative methods, including but not limited to: document review, in-depth interview, semi-structured interview, focus group discussion, contextual analysis, participant observation, and if applicable, the most significant change method.


The consultants will adhere to a participatory and gender-sensitive process and are responsible for developing tools and evaluation instruments. The beginning workshop to present evaluation design, tools, interview guidelines, and a debriefing presentation to gain feedback will be facilitated by the consultants to JRS Indonesia as part of the participatory evaluation methodology.


Eligibility Requirements:


 a.      Qualified academic background, knowledge, experience, and capacity to manage the evaluation.

 b.      Significant knowledge and expertise on migration and refugee issues, particularly in the Asia Pacific context.

c.      Wide methodical competence, especially in impact assessment, gender analysis, human rights approach, qualitative and  participative  methods. 

d.      Experience with the work of civil society actors and organizations.

e.      Good understanding of project management structure and change management concepts.

f.        Accustomed to working with DAC evaluation criteria.

g.      Culturally sensitive and respectful conduct.

h.      Excellent communication skills in Bahasa Indonesia and English, and report writing in English.

i.        Be in good and reasonable health.
