Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position :

Program Development Manager

Role Purpose

Plan Working in 50 developing countries across Asia, Africa and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

Plan is working in Indonesia to develop and run cost effective and high impact programmes.  Using Child Centred Community Development Approach with a focus on rights-based work, the current programme focuses ECCD, Youth Economic Empowerment (YEE), Hygiene and Sanitation and Child Survival.One of Plan’s global strategic priorities is to grow and diversify its sources of income. In the Asia region Plan believes it can grow its income to USD100 million of grant expenditure pa by 2015 from its current position of approximately USD 60 million. The Business Development Manager is needed to support the achievement of regional targets and learning regarding the funding portfolio, while assisting the Country Office in Indonesia to develop a strong professional image among Plan donors so that additional grant funding is acquired to grow and support Plan’s programmes in Indonesia.  This will be achieved through:

  1. Actively seeking and maximizing opportunities for additional funding from a variety of sources;
  2. Strengthening the capacity of the in-country Grants Teams to acquire and implement increased sustainable grant funding. 

Dimensions of the Role

  • In line with the regional target of USD 100 million of grant expenditure by 2022, the target for Indonesia is currently USD 63 million between FY18-FY22.
  • Providing capacity building to the Country Office Grants teams
  • Expanding donor portfolio development in Indonesia with institutional and corporate donors including providing donor mapping and funding opportunities cycle.
  • Act as an interface between the in country Programme and Grants departments.
  • Proactively works with National Organisation (NO) counterparts to identify and win appropriate grant opportunities.
  • Oversees and coordinates the development, writing and packaging of successful grant proposals from concept through to award.
  • This position has no budget responsibility.

Accountabilities

Ensure Plan Indonesia’s portfolio of suitably, large long term grants and pipeline of future funding opportunities to maintain agreed future grant expenditure targets. This includes:

  • Developing a Resource Mobilisation Strategy for Plan Indonesia, in line with the Country Strategic (CS), Regional Resource Mobilisation Strategy (RRMS), relevant NO business plans and Plan International Global Strategy. The strategy is reviewed regularly to ensure mapping between program priorities and donor opportunities, ensuring coordination with relevant National Organisation colleagues.
  • Ensuring a systematic development of excellent working relationship with donor representatives and NO counterparts in Indonesia.
  • Develop and update grant risk register

Expand Plan Indonesia’s capacity to be able to further develop strategy and pursue funding opportunities successfully. This includes:

  • Designing and delivering capacity development work for individuals and teams, including coaching and mentoring to support Business Development Team and LLDT Program Team’s ability in:
    • Researching where potential opportunities for grants funding can be found;
    • Producing and regularly update a comprehensive mapping of all donor opportunities (by sector and geography) in Indonesia;
  • With the Business Development team, understanding which sources and types of funding are/are not appropriate to CO needs;
  • Engaging with LLDT Program Team, Program Implementation Area team, HR team, and Finance team in packaging grant proposals to suit the requirements of different donors, including working with the Marketing Communications team to develop visibility/communication strategy and a separate marketing collateral aimed at different audiences (NOs, Institutional donors, Corporates etc);
  • Managing and engaging with key account holders (i.e Country Director/Executive Director, Program Director, LLDT Program Managers) of institutional donors in
    • building and maintaining successful, proactive relationships which align institutional donors priorities with programme needs;
    • ensuring successful on-going donor relationship management and ‘ownership’ of relations with donor representatives locally;
    • understanding how to effectively represent the organization;
  • Engage with National Office colleague in building and maintaining successful, proactive relationships which align (international) corporate donor priorities with programme needs;
  • Facilitating more collaborative working between the Business Development Team and the LLDT Programme Teams, Marketing Communication Teams and Operations Teams.

Develop and run systems in-house for the process of exploring, analysing and accessing funding opportunities. This includes:

  • Setting up and providing to the Program team, pipelines for project development;
  • Provide regular update the Grant Pipeline Monitoring Tools (GPMT), including coordinating with Local Fundraising Team in identifying a separate international and local corporate donors.
  • Developing a knowledge bank of donor requirements and systems by donor;
  • Setting up a roster of suitable resources/consultants for proposal development should that capacity not exist internally; including agreeing a robust, transparent bid/no bid system.
  • Ensuring there is regular and effective liaison with all key internal stakeholders (eg, Programme, Marketing Communication, Operations (HR and Finance), and Business Development Teams) to ensure there is a joined-up approach to the acquisition of grants.

Ensure grant submission achieves applicable full cost recovery. This includes coordinating with Program Director, Operations Team and Grants Manager in:

  • Identifying the systemic and structural issues that may impede grants growth in Indonesia and identifying and implementing mechanisms to overcome them.
  • Establishing and tracking indicators for improved accountability for grants growth.
  • Developing a standard cost for proposal/budget development.
    Supervise timely reporting and proper evaluation, monitoring and reporting framework for external grants are in place. This includes:
  • Coordinating with MER&D Manager and Grants Manager in developing a comprehensive tracking, evaluation, monitoring and reporting framework for external grants
  • Supervising Grants Manager in alignment of CO systems and processes with the Regional Resource Mobilisation strategy and global reporting systems, including ensuring timely end of quarter reporting of all new grants signed and current pipeline.

  • CMT, Grants Manager, ARO Grants : Provision of up to date grant data, e.g: pipeline etc
  • HR&OD Team, Finance, Admin, IT, Marketing Communications Program Quality Support Team: Facilitate participation in proposal design and review
  • Operations Team: providing technical support on fund management and grant budget report, updating funding gap status, grant setup, and technical advice on donor compliance;
  • NO’s/AROs  : Clarification on the budget, reporting, negotiations and responding to queries

External

  • Large donors: Increase and diversify grant funding, such as ADB, USAID;
  • Partner organizations: Supporting participation in proposal design, ensuring donor compliance for all partner obligations, supporting project start up and MOUs.Global Hub: coherence with Plan International global strategies and guidelines
  • Donor agencies: Initial contact for researching funding opportunities, gathering intelligence on donor opportunities, maintaining profile of Plan in Indonesia, responding to specific funding calls or queries.

Technical expertise, skills and knowledge

Essential

Knowledge

  • At least ten years’ experience in a similar job preferably in an INGO
  • Knowledge of funding opportunities especially calls, formats and donor compliance in diverse institutional donors (EU, USAID, AusAid, DFID, SIDA etc.) 
  • Demonstrated knowledge in budgeting principles and all aspects of proposal design.
  • Knowledge of corporate donors and foundation working approaches preferred.
  • Knowledge of Plan CCCD approach and rights based development work, relevant sectoral experience desirable

  • Excellent English oral and written communication skills
