Yayasan Humanis dan Inovasi Sosial is an Indonesian organization
affiliated with Hivos, born out of an active collaboration between
Netherlands based Hivos and several like-minded Indonesian academics and
civil society leaders who subscribe to the values and mission of Hivos.
The purpose is to promote humanist values in the social, health, and
cultural fields which is defined in terms of the ability for each
individual to assess and decide independently and responsibly, the right
to freedom, dignity and a passion to create a just and tolerant
society.
Yayasan Humanis seeks qualified candidates for the position of:
Title : Consultant for Needs Assessment of the Organizational Management System Improvement

The
WVL Program, or We Lead, is a Canadian government initiative led by
Hivos and JASS. It aims to improve the fulfillment of the rights of
women and girls and promote gender equality and justice in Indonesia.
This program helps to strengthen women's organizations and activists to
effectively challenges hardline fundamentalist groups and their
narratives that justify restrictions on women's legal, social and
political rights.
The We Lead program starts in
2019 to 2023 to assist women's organizations in 3 focuses: 1) improving
institutional governance that supports the sustainability of women's
organizations, 2) increasing program management and advocacy capacity,
and 3) supporting increasing the effectiveness of women's networks to
eliminate discrimination and harmful practices for women and girls.
Hivos, in particular, takes the lead in strengthening the accountable
and sustainable management of We Lead partner institutions.
To
support the Yayasan Hivos in carrying out the role, we hire an expert
consultant who has experience strengthening organizational governance
and management of the five We Lead partners at the national level.
Scope of work of the Consultant
1. Review the key organizations governance related documents and indicators from the 2019 baseline results
2. Identify the institutional governance situation and internal policies and practices on these policies since 2019
3. Facilitate
the assessment process and workshops for data collection, preparation
of recommendations, and proposed activity plans that focus on the
quality of institutional governance.
4. Prepare
the need for improving the governance of each institution and
development plans as needed (composing new or improving/updating)
5. Develop monitoring and mentoring mechanisms to ensure the implementation of the new policies developed
Deliverables
The Consultant is expected to deliver the following output:
1. A brief report of the organizational policy key documents of the 5 WROs
• Inception report consisting of the design of the assessment, methodology, timeline, and final budget
• Assessment tools for interview and FGD with the representative of the 5 WROs
2. Brief report covers:
• The result of the interview and FGD;
• Recommendation of the priority of the topic or organization policy to be improved or developed;
• Proposed activity plan for the improvement/development of the policy
3. Final report covers
• The Consultant's reflection about the whole of the assessment process.
• Steps to develop and improve the internal policy of the organizations

Knowledge, Experiences and Competencies
We are seeking an Indonesian team / organization with the following qualities:
• Having
expertise on inclusive organizational and human resources system
management, including personnel policy and practices; Standard
Operational Procedures, staff development and so forth.
• Familiar with human rights, gender equality, or social inclusion will be preferred
• Proven track record in improving organizational and human resources management system for civil society organizations (CSO)
• Ability
to think analytically in analyzing organization system and provide
strategic and practical recommendation to improve the organizational
management system and its practices
• Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work
